HomeMy WebLinkAboutCCMinutes_2002_08_26 498 Brookings City Council August 26, 2002 The Brookin�s City Council convened on Monday, August 26, 2002, at 3:30 p.m. in a planning session and in regular session at 5:30 p.m. at City Ha11 with the following members present: Mayor Virgil Herriott, Council Members Tom Bozied, Doris Roden, Scott Munsterman, and Mike McClemans. Council Member Sam Artz was absent. City Manager Michael Williams and City Attorney 5teve Britzman were also present. At the 3:30 p.m. Planning Session the City Council reviewed applications for the vacant city council member position from the following individuals: Nate Bibby, John Awald, Larry Holmes, Zeno W. Wicks III, Jeff Pinkava, Mark Proctor and Troy Hicks. Action on this appointment is scheduled for September 9, 2002. Consent Agenda. Action on appointments was removed from the consent agenda. A motion was made by Bozied, seconded by Munsterman, to approve the consent agenda as amended which included adoption of the agenda; agproval of the August 12 and August 22, 2002 minutes; and action to award bids for 2002-04STI Ice Arena Parking Lot— Schedule A to Carl Carlson of Sioux Fa11s in the amount of$30,726. Other bids received on August 20, 2002 from John's Construction of Pipestone, MN in the amount of$41,850 and B & B Concrete in the amount of 42,795. All present voted yes; motion carried. Apuointments: A motion was made by Bozied, seconded by Munsterman, to appoint Erik Dahl to the Park&Recreation Board term expiring OS/O1/03, Matt Kurtenbach to the Board of Adjustment full member term expiring O1/O1/03 (moving from l�`altemate position), Bryan Gatzke to the Board of Adjustment first alternate position term expiring O1/Ol/04 (moving from 2°d alternate position), and Dick Peterson to the Board of Adjustment second alternate position term expiring O1/Ol/04, All present voted yes; motion carried. Board of Health Renort. Dr. Merritt Warren, Board of Health Chairman, submitted a report of the Board's recent activities. No action was taken. Ordinance 14-02—Conditional Use-Apartmen� A public hearing was held on Ordinance 14-02, an application for a Conditional Use for an apartment in the Residence R-2 District in Lots 1 & 2, Block 2, Timberline Addition. All present were given an opportunity to be heard. A motion was made by Roden, seconded by Munsterman, to approve Ordinance 14-02. All present voted yes; motion carried. Public Hearing—Temporarv Liguor-HvVee. A public hearing was held on an application for a temporary liquor license for HyVee at the American Legion Hall on September 28, 2002. All present were given an opportunity to be heard. A motion was made by Bozied, seconded by McClemans, to approve the application. A11 present voted yes; motion carried. Public Hearin� —Malt Beverage Auolication—Mad Jack's. A public hearing was held on an application for a new malt beverage license for Willman, Inc., dba Mad Jack's, located at 1710 Sixth Street, Todd and Michele Willman, owners. AlI present were given an opportunity to be heard. A motion was made by Roden, seconded by McClemans, to approve the application. All present voted yes; motion carried. Ordinance 19-02—Suoulement to Budset. A motion was made by Bozied, seconded by Roden, to approve the introduction and first reading of Ordinance No. 19-02, an ordinance entitled "An Ordinance Authorizing a Supplemental Appropriation to the 2002 Budget or the Purpose of Providing for Additional Funds for the Operation of the City. All present voted yes to approve first reading; motion carried. Second readin� scheduled for September 9, 2002. Presentation of Ouarterlv Financial Reaorts. Williams presented first quarter financial reports to � the Council. No action was taken. Citv Manager's Reuort. Tim Tompkins, the new Chief of Police, was introduced to the City Council. 499 Adiournment. A motion was made by Roden, seconded by Bozied, to adjourn. All present voted yes; motion carried.
