Brookings City Council
May 28, 2002
The Brookings City Council convened in a planning session on Tuesday, May 28, 2002 at 5:30 p.m. in
the meeting room at City Ha11 with the following members present: Mayor Virgil Herriott, Council
Members Mike McClemans, Tom Bozied, Keri Weems, Scott Munsterman, and Doris Roden. City
Mana�er Michael Williams and City Attorney Steve Britzman were also present. Sam Artz was
absent. Mayor Herriott called the meeting to order 5:30 p.m. Motion was made by Bozied,
seconded by Weems, to adjourn by 7:30 p.m. All present voted yes; motion carried.
Discussion regarding the new State Smoking Law and Alcohol License Aaalications (KPA#21.
Mike McCann, the attorney representing Perkins Restaurant owners Mr. and Mrs. Bob Miller, was
present to answer questions pertaining to the pending Perkins' wine license application. Action on this
application is scheduled for June 10, 2002. No action was taken.
Finance and Budget Policv (KPA#1). The City Council members reviewed a revised budget policy.
Additional changes will be made for further review by the Council. No action was taken.
Second Pennv Caaital Prioritization (KPA#1). The City Council members reviewed potential capital
projects. Further development of a prioritization tool will be done by the City Manager. No action was
taken.
Discussion of summer schedule for Citv Council Plannin� Sessions (KPA#2). A motion was made
by Munsterman, seconded by Weems, to change the time to 3:00 pm to 5:30 pm for summer plannin�
sessions. All present voted yes; motion carried.
A motion was made by Bozied, seconded by Weems, to extend the Council meeting 20 minutes. All
present voted yes; motion carried.
Eaecutive Session aertaining to DM&E negotiations. A motion was made by Bozied, seconded by
Munsterman, to go into executive session at 7:28 p.m. to discuss DM&E negotiations with ihe City
Manager, City Attomey and City Clerk present. All present voted yes; motion carried. A motion was
made by Weems, seconded by Bozied, to exit executive session at 8:12 p.m. All present voted yes;
motion carried. Bozied left at 8:25 p.m. A motion was made by Weems, seconded by Munsterman, to
state that no council member sha11 elude to discussions held in executive session until a consensus has
been reached by the full council. All present voted yes; except Herriott; motion carried.
A motion was made by Roden, seconded by Weems, to adjourn. Meeting adjourned at 8:40 p.m.
