Brookings City Council
April 1, 2002
The Brookings City Council convened in a planning session on Monday, April l, 2002 at
5:30 p.m. in the meeting room at City Ha11 with the following members present: Mayor
Virgil Herriott, Council Members Mike McClemans, Tom Bozied, Keri Weems, Scott
Munsterman, and Doris Roden. City Manager Michael Williams and City Attorney Steve
Britzman were also present. Sam Artz was absent. Mayor Herriott called the meeting to
order 5:30 p.m. Motion was made by Roden, seconded by Herriott, to adjourn when
the agenda is completed. All present voted yes; motion camed.
The following topics were reviewed by the City Council in open session included the
appointment process to Citizen Advisory Boards, a progress report on Hospital Board
appointment process, review of the Citizen Advisory Boards 2001 Annual Reports, Liquor
Operating Agreements, discussion of the Tl�ird B, clarification on Council policy
regarding use of Planning meetings ta formulate policies and outcomes(Policy), and
scheduling upcoming meetings (joint city/county/school meeting on May 23,joint meeting
with the Hospital Board on Apri130,joint meeting with the Utility Board on May 13).
Motion was made by McClemans, seconded by Weems, to enter to enter into Executive
Session regarding legal matters and future discussions with DM&E with the City
Attorney, City Manager, City Engineer and City Clerk present. All members voted YES;
motion camed. Motion was made by Roden, seconded by Munsterman, to return to
regular session. All members voted YES; motion carried.
Motion was made by Munsterman, seconded by Roden, to approve a chan�e order to settle
the Mills Construction suit. All voted yes; Bvzied abstained, motion camed.
Motion was made by Munsterman, seconded by Bozied, to adjourn. Meeting adjourned at
10:00 p.m.
