Brookings City Council
Planning Session
November 5, 2001
The Brookings City Council convened in a planning session on Monday, November 5, 2001 at
5:30 p.m. in City Hall with the following members present: Mayor Virgil Herriott, Council
Members Mike McClemans, Tom Bozied, Keri Weems, Scott Munsterman and Sam Artz. Council
Member poris Roden was absent. City Manager Michael Williams and City Attomey Steve
Britzman were also present. Mayor Herriott called the meeting to order 5:30 p.m. Motion was
made by Weems, seconded by Bozied, to set the adjournment time for 7:45 pm. All present voted
yes; motion carried.
Draft Vision 2020 Comvrehensive Plan for the Citv of Brookin�s. Dan Hanson, Planning and
Zoning Administrator, presented an overview of the draft plan to the Council. He advised that a
comprehensive plan is a guide for elected officials in the development of a community. It is not a
mandate for anything; it is strictly a guide. The plan will be reviewed by the Planning Commission
every five years. The draft plan consists of goals and objectives, historical data, population growth,
housing, employment trends, existing land use inventory, zoning change proposals, growth area
analysis, future land use, utilities systems, transportation, schools and parks, public buildings and
facilities, historic preservation and aesthetics,joint jurisdictional area, implementation plan,
anne�cation plan, capital improvement plan, and conclusions and recommendations. The
Planning Commission will conduct a public hearing on the entire plan on November 6, 2001. A
public hearing by the City Council is planned for November 26, 2001. No action was taken.
Executive Session for Contract Ne�otiations. A motion was made by Bozied, seconded by
Weems, to enter executive session at 6:50 p.m. for contract negotiations as it relates to the
bargaining unit with the following individuals present: Michael Witliams, City Manager; Steve
Britzman, City Attorney; Tom Haller, Lee&Burgess Associates of Colorado; Tracy Dahl-Webb,
Human Resources Director; and Shari Thomes, City Clerk. All present voted yes; motion carried.
Weems left at 8:00 p.m. A motion was made by Bozied, seconded by Munsterman, to leave
executive session. All present voted yes; motion carried. No action was taken.
Motion was made by Munsterman, seconded by Bozied, to adjourn. Meeting adjourned at 8:21
p.m
