Brookings City Council
September 24, 2001
The Brookings City Council convened in regular session on Monday, September 24, 2001, at
5:30 p.m. at City Hall with the following members present: Council Members Tom Bozied,
Doris Roden, Scott Munsterman, Sam Artz, Mike McClemans and Keri Weems. Mayor Virgil
Herriott was absent. City Manager Michael Williams and City Attorney Steve Britzman were
also present.
Consent Asenda. Motion was made by Roden, seconded by Artz, to approve the consent
agenda which included the September 10, 2001, and September 17, 2001, meeting minutes;
adoption of the agenda; awarding the following snow removal bids: one loader, grader and truck
to Bowes Construction for the Airport; one loader and truck to Bowes Construction for the
Liquor Store; Four blades, two loaders, four trucks to Bowes, one loader and three trucks to
Prunty Construction, four trucks to B&B Concrete and 3 trucks to Prussman Contracting all for
the Street Department; and approval of Resolution No. 41-01, naming of the Larson Ice Center.
All members voted YES; motion carried.

RESOLUTION NO. 41-01
A RESOLUTION NAMING THE NEW BROOKINGS ICE SKATIl�TG
FACILITY THE LARSON ICE CENTER
WHEREAS, Dale Larson and Larson Manufacturing have for over 20 years supported
the indoor skating program in Brookings through the providing of a building and facilities and
major financial contributions, and
WHEREAS, it is appropriate that this generosity to the Brookings community is
recognized publicly in a suitable way.
NOW TF�REFORE, BE IT RESOLVED by the City Council that the new Brookings ice
skating facility be named the LARSONICE CENTER.
Ordinance No. 13-01 —Conditional Use. A public hearing was held on Ordinance No. 13-01,
an ordinance pertaining to an application for a conditional use for a major home occupation
(individual counseling) in a Residence R-1B District. All present were given an opportunity to be
heard. No comments were received. Motion was made by Artz, seconded by McClemans, to
approve Ordinance No. 13-01. All members voted YES; except Weems and Bozied; motion
carried.
Ordinance No. 12-01 —Amendina Ordinance Section 5-21. Second reading was held on
Ordinance No. 12-01, an ordinance amending Ordinance Section 5-21 and pertaining to
temporary on-sale alcoholic beverage license for use at a convention ha11 in the City of
Brookings, South Dakota. Motion by Munsterman, seconded by Roden, to amend the
ordinance. All present voted yes; motion carried. Motion was made by Roden, seconded by
McClemans, to approve Ordinance No. 12-01 as amended. All members voted YES; motion
carried.
Temaorarv Lipuor License—Fireman's Dance. A public hearing was held on an application
for a temporary liquor license for the Brookings Volunteer Firefighter's Association for the
annual Fireman's Dance on October 26, 2001, at the Armory. No comments were received.
Motion was made by Bozied, s�conded by McClemans. All present voted YES; motion carried.

H & M Land Comaanv Villase 5auare Bog Culvert. There was discussion regarding box
culvert work done at the Village Square Mall. Motion was made by Roden, seconded by Artz, to
take no action to change the staff decision or to allocate $19,899. All present voted yes; motion
carried.
BISA/Citv of BrookinES A�reement—Pouring Rights & Advertising. The City Council
reviewed an agreement between Brookings Ice Skating Association (BISA) and the City of
Brookings pertaining to pouring rights and advertising for the Larson Ice Center. No action
taken.
Motion was made by Munsterman, seconded by Bozied, to adjourn. All present voted YES;
motion carried. Meeting adjourned at 7:00 p.m.
