Brookings City Council
Planning Session
July 16, 2001
The Brookings City Council convened in a planning session on Monday, July 16, 2001 at
1:00 p.m. in City Hall with the following members present: Mayor Virgil Herriott,
Council Members Mike McClemans, Tom Bozied, Keri Weems, Doris Roden, Scott
Munsterman and Sam Artz. City Manager Michael Williams and City Attorney Steve
Britzman were also present.
Discussion regarding the Casper's Enterprises, Inc. operating agreement transfer request
was added to the agenda. The City Council discussed the following issues: Casper's
Enterprises, Inc., operating agreement transfer request; cancellation of the August 6, 2001
City Council meeting; revised Key Performance Area Number 1 -Financial Stability
Outcomes and Status Report; a draft construction change order policy; review of
Governance Policies Outcomes and Status Report (Policies 1.1-1.6); review of revisions to
Governance and Ends Policies—Policy l, Governance Process; and a policy discussion
regarding"Governance Policies (2.1-2.3). No action was taken.
Motion was made by Artz, seconded by Munsterman, to adjourn at 5:00 p.m.
