Planning Session Minutes

The Brookings City Council held a planning session on Monday, April 16, 2001 at 7:00 p.m. in
Brookings City Hall. Mayor Virgil Herriott, Council Members Nate Bibby, Tom Bozied, Keri
Weems, Mike McClemans, Sam Artz and Bill Davidson were present. Mike Williams, City
Manager, and Steve Britzman, City Attorney, were present.
Mayor Herriott called the meeting to order at 7:00 p.m. Motion was made by Bozied,
seconded by McClemans,to set the adjournmerrt time at 9:00 p.m. All present voted yes; motion
carried.
Canvassing fhe April 10. 2001 Ballot. Motion was made by Davidson, seconded by Artz,to
approve Resolution No. 15-01 canvassing the April 10, 2001 Municipal Election ballot. All
present voted yes; motion carried.
RESOLUTION No. 15-01
Canvassing the April 10, 2001 Election
WHEREAS,on the 10�h day of April, 2001,there was held in the City of Brookings,South Dpkota,
an election for the purpose of electing three City Council Members for terms of four years,and
WHEREAS,the judges and clerks of said elecrion have returned to the City Council of the City of
Brookings the official results for the purpose of the official canvass,and
WHEREAS,the City Council on April 16, 2001 has canvassed the results for the purpose of
determining the new elected officipl,and
NOW,THEREFORE, BE fT HEREBY RESOLVED By the City Council of the City of Brookings,South
Dakota,that the official vote at the annual City Election held April 10,2001 was as follows:

BE IT FURTHER RESOLVED That Tom Bozied,Scott Munsterman,and Doris Roden are hereby
elected as City Council Members of the City of Brookings for terms of four years,and that the City Clerk
is hereby directed to issue a certificate of election to Tom Bozied,Scott Munsterman,and Doris Roden as
the duly elected Council Members.
Saecial Election. Motion was made by Davidson, seconded by Artz,to schedule a special
municipai election on Tuesday, November 6, 2001 on referred Resolution 06-01. All preser�t
voted yes; motion carried. Weems arrived in person at 7:55 p.m. Motion was Davidson,
seconded by Weems,to seek an Attorney General opinion on this matter. All preserrt voted yes;
motion carried.
Compensation 8� Benefits Study. The Council held a discussion with Tom Haller, Senior Vice
Presiderit, Lee and Burgess Associates of Colorado, management consultarrt on the compensatton
and benefits study. No action taken.
Aaril 20. 200i Council Meeting. The Council d+scussed in open session the meeting format for
the April 20, 2001 special council meeting for the City Manager and City Council Evaluation.
The City Attorney will prepare an opinion on if the meeting may be held in closed session. No
action was taken.
Motion was made by Bibby, seconded by Bozied,to adjourn at 9:15 p.m. All preserrt voted yes;
motion carried.
