HomeMy WebLinkAboutCCMinutes_2001_04_09 366 Brookings City Council Aprit 9,2001 The Brookings City Council convened in regular session on Monday, Apri19, 2001 at 5:30 p.m. in City Hall with the following members present: Mayor Virgil Herriott, Mike McClemans, Tom Bozied, Keri Weems, Bill Davidson, Nate Bibby and Sam Artz. City Manager Michael Williams and City Attorney Steve Britzman were also present. Consent Agenda. Motion was made by Artz, seconded by Weems, to approve the consent agenda consisting of the March 22, 2001, March 26, 2001 and April 2, 2001 meeting minutes, a revision to the lease agreement between the City of Brookings and Rhonda Lorenz for property located at 1416 Sixth Street, an abatement request received from Terry Schwenk, for two mobile homes in Shady Acres, for a portion of the 2001 property taxes, an agreement with Banner for professional services on the Airport Project and adoption of the agenda. All members voted YES; motion carried. Resolution No. 14-01—Transfer from Contingencv Fund: Motion was made by Artz, seconded by Davidson, approving Resolution No. 14-01, a resolution authorizing t:ansfer from the contingency fund. All members voted YES; except Bibby, Bozied, McClemans and Weems; motion failed. Amendment to Banner Asreement: Motion was made by Artz, seconded by McClemans, to approve action to amend the agreement with Banner for professional services. All members voted YES; motion carried. Brookinss Public Librarv Report: Elvita Landau, Library Director, presented"The Future @ Your Library—Planning for Results 2001-2005" report prepared by the Planning for Results Committee, July 2000 to March 2001, and approved by the Brookings Public Library Board of Trustees, March 21, 2001. No action taken. Ordinance No. 06-01—Conditional Use R 2 District: Motion was made by Weems, seconded by McClemans, to approve the first reading of Ordinance No. 06-01, an ordinance revising the zoning ordinance of the City of Brookings pertaining to a daycare facility as a conditional use in the Residence R-2 District. All members voted YES; motion carried. Public Hearin —Plat—Blairhill Addition: A public hearing was held on a preliminary plat of Lots 1-66 of the Blairhill Addition(15 Street South and 17�'Avenue South area). All present were given an opportunity to be heard. Motion was made by Weems, seconded by McClemans, to approve the preliminary plat. All members voted YES; motion carried. Discussion of Ends Policy Renort: Michael Williams, City Manager, presented a report on the City of Brookings Governance and Ends Policies. Motion was made by Artz, seconded by Herriott, to approve the report. All members voted YES; motion carcied. Council Members Ouen Discussion: There was a discussion regarding transfer procedures for on-sale liquor operating agreements. No action taken.
