Brookings City Council
November 27,2000
The Brookings City Council convened in regular session on Monday,November 27, 2000 at 5:30 p.m. in
City Hall with the following members present: Mayor Virgil Herriott, Mike McClemans, Tom Bozied,
Nate Bibby, Keri Weems, Bill Davidson and Sam Artz. City Manager Michae(Williams and City
Attorney Steve Britzman were present.
Consent A�enda. Motion was made by Artz, seconded by Weems,to approve the consent agenda which
included the November 8,2000,November 9, 2000 and the November 13,2000 meeting minutes, and
action approving a bid for three police cars from Einspahr Ford for$20,970 per car for a total of$62,910.
No other bids were received. All members voted YES; motion carried.
Liuuor and wine license renewals for 2001. A public hearing was held on liquor and wine license
renewals for 2041. All present were given an opportunity to be heard. Motion was made by McClemans,
seconded by Bozied,to approve the license renewals. All members voted YES;motion carried.

Ordinance No.29-0(1-Zonine I-1R A public hearing was held on Ordinance No.29-00,an amendment to
the zoning ordinance pertaining to density and yard regulations in the Industrial I-1R District. All present
were given an opportunity to be heard. Motion was made by Bibby,seconded by McClemans,to approve
Ordinance No.29-00. All members voted YES;motion carried. ;
Ordinance No.30-00-Zoning I-2. A public hearing w�s-held on Ordinance No. 30-00,an amendment to
the zoning ordinance pertaining to personal health services as a conditional use in the Industrial I-2 District.
All present were given an opportunity to be heard. Motion was made by Artz,seconded by Bibby,to
approve Ordinance 30-00. All members voted YES;motion carrried.
Resolution No.77-00-Memorandum of Understanding/Soccer Comnlea. Motion was made by Artz,
seconded by Weems,to approve the Memorandum of Understanding between the City of Brookings and
Robert E. Fishback,Trustee. No motion was made to approve Resolution 77-00,a resolution to accept the
gift of land for the Soccer Complex Motion was made by Weems, seconded by Bozied,to table. All
members voted YES;motion carried to table.
Resolution No. 74-00-Revised Fines. Motion was made by Davidson, seconded by Artz,to approve a
resolution setting forth a schedule of proposed fines for violations of the Revised Ordinances of the City
of Brookings, South Dakota. All members voted YES; motion carried.
Resolution No. ?6-00-RFP's for Multiplea Phase II. Motion was made by Artz, seconded by
Davidson, approving a resolution accepting requests for proposals(RFP)for the Multiplex Phase II
Construction Project. All members voted YES; motion carried.

RESOLUTION NO. 76-00
RESOLUTION ACCEPTING REQUESTS FOR PROPOSALS(RFP)FOR THE MULTIPLEX PHASE II
CONSTRUCTION PROJECT.
BE IT RESOLVED by the Brookings City Council that the following proposals be allowed for the
MultiPlex Phase II Construction Project and that the City Manager be authorized to execute a Construction
Change Order incorporating these proposals:
10-02-00 Install six(6) 100 amp receptacles behind seats $9089.00
10-12-0 Change to heavier gauge steel studs in wall between
Room 190& 191 (annex) $474.00
10-13-00 Install traps and clean-outs $2034.00
10-16-00 Install power door operator at north door of annex $1529.00
RFP#5 Door and hardware changes (annex) credit ($817.00)
11-16-00 Add plumbing vents for south rest rooms $971.00
TOTAL $ 13,280.00
Ice Arena Proiect Update. Representatives of Greystone Construction Company presented revised cost
estimates for the project.
Council Members Oaen Discussion. Bibby propo�ed changing the council packet day from Wednesday
to Thursday. ',
Ezecutive Session. Motion was made by Davidson,seconded by Bozied, to enter executive session to
discuss contractual matters with the City Manager,City Attorney, City Engineer,City Clerk and Park and
Recreation Superintendent present. All present voted yes; motion carried. Motion was made by Bozied,
seconded by McClemans,to go out of executive session. All present voted yes;motion cazried.
Motion was made by Weems,seconded by Bozied, tp fire Greystone Construction Company and terminate
their contract effective immediately. All present voted yes; except Herriott and Davidson,motion carried.
The City Manager was asked to review the project with Banner and come back to the Council with cost
estimates by December 18,2000.
Adiournment. Motion to adjourn was made by Davidson, seconded by Weems. Meeting adjourned at
9:50 p.m.
