HomeMy WebLinkAboutCCMinutes_2000_07_24 308 Brookings City Council July 24, 2000 Minutes The Brookings City Council convened in regular session on July 24, 2000 at 5:30 p.m. in City Hall with the following members present: Mayor Virgil Herriott, Mike McClemans, Tom Bozied, Nate Bibby, Keri Weems, Sam Artz and Bill Davidson (arrived 5:55 p.m.). City Manager Michael Williams and City Attorney Steve Britzman were present. Consent A eg nda . The Brookings Investment Policy was taken offthe consent agenda and Mayoral Proclamation was removed. Motion was made by Weems, seconded by Bibby, to approve the consent agenda as amended which included the regular July 10, 2000 minutes, the July 11, 2000 special meeting minutes, the agenda as amended, action on Resolution No. 44-00 designating the Official Newspaper, action on Resolution No. 45-00 designating Banks as Depository, a raf�le request from the Brookings Arts Council. All members voted YES; motion carried. RESOLUTION NO. 44-00 RESOLUTION DESIGNATING OFFICIAL NEWSPAPER PURSUANT to SDCL 9-22-6, the City Council of the City of Brookings, South Dakota, hereby designates the Brookings Register as the official newspaper for the City of Brookings for the ensuing year. RESOLUTION NO. 45-00 RESOLUTION DESIGNATING BANKS AS DEPOSITORY ' PURSUANT to SDCL 9-22-6 and 6.1, the City Council of the City of Brookings, South Dakota, designates the following banks as depositories for Municipal Funds of the City of Brookings for the ensuing year: First National Bank Norwest Bank BankFirst Brookings Federal Bank Home Federal Savings Bank ABLE Award . St. Thomas More Catholic was presented with the 2000 ABLE (Ability, Belief, Leadership, Equal Access to All) Award to Church by the Brookings Advisory Committee for People who have Disabilities. Ordinance No. 20-00 Rezonin�. A public hearing was held on Ord. 20-00, an Ordinance to rezone Lots 5-12, Block 7, Morehouse Addition from a Business RB-4 District to a Business B-2A District. All present were given an opportunity to be heard. Motion was made by Bozied, seconded by Bibby, approving Ordinance No. 20-00. All members voted YES; motion carried. Temporarv Alcoholic Beverage License for Casper's. A public hearing was held on a temporary Alcoholic Beverage License for Casper's for a private party to be held at the Multiplex on July 29, 2000. All present were given an opportunity to be heard. Motion was made by Artz, seconded by McClemans, approving the license. All members voted YES; motion carried. Ordinance No. 22-00. Motion was made by Artz, seconded by Weems, approving the first reading on Ord. 22-00, an Ordinance amending Chapter 22 of the Revised Ordinances of the City of Brookings and pertaining to licenses. All members voted YES; motion camed. 309 Ordinance No. 21-00. Motion was made by Bibby, seconded by McClemans, approving the first reading on Ord. 21-00, an Ordinance amending Chapter 13 of the revised ordinances of the City of Brookings a�.:. ;;,;�taining to electricity. All members voted YES; motion camed. Ordinance No. 24-00. Motion was made by Artz, seconded by Weems, approving the first reading on Ord. 24-00, an Ordinance, amending Chapter 31 of the revised ordinances of the city of Brookings pertaining to plumbing. All members voted YES; motion camed. Ordinance No. 23-00. Motion was made by Weems, seconded by Bibby, approving the first reading on Ord. 23-00, an Ordinance amending Division 2 of Chapter 3 of the Revised Ordinances of the City of Brookings pertaining to licenses for going-of-business sales. (Davidson arrived via telephone) All members voted YES except Davidson abstained; motion carried. Ice Arena Site Work Bids . The following bids were received: Stromseth Construction of Watertown for $65,130 and Rounds Construction of Brookings for$39,500. Motion was made by Bozied, seconded by Weems, approving the bid from Rounds Construction in the amount of$39,500 on the Ice Arena site work. All members voted YE5; motion carried. ,- � Multiplex Pre-cast Wall Bids . Motion was made by Bibby, seconded by Artz, approving authorization to advertise for bids for pre-cast walls for the Multiplex. All members voted YES except Davidson voted NO; motion carried. Family Aquatic Center Masterplan Stud�. Motion was made by Weems, seconded by Bozied, to accept the report on the completion of the Family Aquatic Center Masterplan 5tudy. All members voted YES; motion carried. Fami1,�A�uatic Center—Purchase of Land and Resolution 46-00—Intent to Lease . Motion was made by Artz, seconded by Weems, approving the purchase of additional residential lot adjacent to the Wayside Motel property for use as future Family Aquatic Park and accept gift of donated funds to pay for the property, and approval of Resolution No. 46-00. All members voted YES; motion carried. RESOLUTION NO. 46-00 RESOLUTION OF INTENT TO LEASE REAL PROPERTY TO PRIVATE PERSON BE IT RESOLVED by the Governing Body of the City of Brookings, South Dakota, that the City of Brookings intends to enter into a Lease with Rhonda Lorenz, Lessee for a period of nine(9) months, commencing August 15, 2000 and ending May 15, 2001, and pertaining to the following described property: The West One Hundred Fow Feet(W 104') of the East Two Hundred Four Feet (E 204') of Lot One(1)in Block One(1) of Avery's Addition to the City of Brookings, County of Brookings, State of South Dakota. A true copy of proposed Lease is attached hereto, marked E�ibit "A" and by reference is incorporated herein. Investment Policv . Motion was made by Weems, seconded by Bozied, to approve the Investment Policy for the City of Brookings. All members voted YES; motion carried. (Davidson left the meeting at 6:53 p.m.) City Mana er,g; 's Report . Effective Management Program inventory to solicit comments from superiors, peers and subordinates. 31 � Councii Members Open Discussion. It was noted that the low bid of Rounds Construction on the Ice Rink Site Work was well below estimate and the intent was a gift to the city. There was interest expressed in changing the day the Council meets but not if it precludes a Council member from attending. Weems, McClemans, Bibby, Herriott and Bozied expressed interest National League of Cities 2000 Congress of the Cities in Boston December 5-9, 2000. Attendance by the City Manager would be beneficial.
