Alan Glover, Attorney was present. Minutes of the regular meeting held September 13, 1999 were read and approved. Motion was made by Bozied, seconded by Davidson approving the bills and claims. Motion was made by Davidson, seconded by Bozied that Human Resource Officer Tracy Dahl-Webb arrange to set up approximately(3)three, one(1)hour meetings with three of the four Management Consultants. The three to be scheduled are The PAR Group, the Brimeyer Group, and Thelen Consultants. The sessions are to begin at 8:00 AM on Monday, October 4, 1999. Motion was made by Davidson, seconded by Bibby approving a preliminary plat of the Sarah Renee Addition in the N990' of the E990' of the NE '/4, NE Y4 of Section 34-T110N-RSOW(8�' Street So. &Western Ave.) contingent upon a 15' easement between Lots 11 & 12 for the purposes of public access. Improvements on said easement to be installed and maintained by the C.O.B. All members voted YES; motion carried. Steve Bublitz of the Department of Legislative Audit reported on a Special Report regarding the audit findin�s of the Brookings Fire Department. City Attorney Alan Glover was instructed to seek an opinion and report back at the next regular City Council meeting. The MultiPlex Board and Tom Richter were present to explain and discuss responses to the Mayors letter regarding the financial pperation of the MultiPlex. Motion was made by Artz and seconded by Bibby to approve the MultiPlex Board to go ahead with the final design for Phase II of the MultiPlex project to be funded by the 3.9 million dollars as voted on by the people. All voted YES except Bozied and McClemans voted NO; motion carried. Motion was made by Bozied, seconded by Weems approving authorization for Mayor Herriott to give official notice to terminate the consulting contract with Oster& Associates to be effective 12-31-99. All members voted YES; motion carried. 191 Motion was made by Weems, seconded by Bibby authorizing to move two one-story single family houses from 919 and 923 8"' Street to Sublot 20C and 20D, College Addition(also known as 633 and 639 Faculty Drive). All members voted YES; motion carried. Motion was made by Davidson, seconded by Bozied approving Resolution No. 85-99 approving Change Order No. 1 (CCO#1 Final)for Street Improvement Project 99-06STI(1999 Chip Sealing Project). All members voted YES; motion carried. RESOLUTION NO. 85-99 RESOLUTION AUTHORIZING FINAL CHANGE ORDER(CCO#1 FINAL)FOR STREET 1MPROVEMENT PROJECT 99-06STI, SCHEDULE A(BOWES CONSTRUCTIOI� BE IT RESOLVED by the City Council that the following change order be allowed for Street Improvement Project 99-06STI. Construction Change Order Number 1 Fina1 Adjust estimated quantities as"as build" for a total decrease of$10,197.00. Motion was made by McClemans, seconded by Bozied approving Resolution No. 88-99 declaring surplus property(1 —six(6)tier video cassette display at the library). All members voted YES; motion carried. RESOLUTION NO. 88-99 • DECLARiNG SURPLUS PROPERTY WHEREAS, the City of Brookings is the owner of the following described: 1 —six(6)tier video cassette display WHEREAS, this property is no longer necessary or useful for City purposes, and it is the desire of the City of Brookings to sell same as surplus property; NOW, THEREFORE, BE IT RESOLVED by the governing body of the City of Brookings, South Dakota, that this property be declared surplus property according to SDCL Chapter 6-13. Public hearing was held on Ordinance 25-99 the 2000 Annual Appropriation Ordinance. All present were given an opportunity to be heard. Motion was made by Bozied, seconded by Bibby approving Ordinance 25-99. All members voted YES; motion carried. ORDINANCE 25-99 2000 ANNUAL APPROPRATION ORDINANCE Motion was made by Davidson, seconded by Bozied moving that the Mayor be included in the cycle of voting during City Council meetings. All members voted YES; motion carried. Motion was made by Davidson, seconded by Bozied setting a special City Council Management Process Vision Issue meeting for September 27, 1999 at 3:00 PM.
