Motion was made by Wicks, seconded by Artz to approve the agenda. Motion was made by Wicks, seconded by Klavetter authorizing close 4'� Street(1/2) one-half block east and west of Main Avenue, leaving all alleys and Main Avenue open on Saturday, June 12, 1999 from 7:00 am to 5:00 pm for the Brookings Car Festival. All members voted YES; motion carried. Motion was made by Artz, seconded by Wicks authorizing to close 5�' Street from Main Avenue, west to the alley on Saturday, June 12`�`from 10:00 am to noon for a Bike Rodeo sponsored by KQ 102, Main Business Professional Association and Sioux River Cyclery, contingent upon adequate insurance. All members voted YES; motion carried. 13 4 Motion was made by Klavetter, seconded by Artz approving Resolution No. 48-99 setting forth a schedule of proposed fines for violations of the revised ordinances of the City of Brookings, SD. All members voted YES; motion carried. : . ��R� : �. �;�i� ?.► RESOLUTION NO. 49-99 WI�REAS, the city of Brookings, through its Industrial Development Fund, is the owner of the Telkamp Industrial Park and WI-�REAS, the Brookings Economic Development Corporation has requested to purchase a one and one-half acre tract for further industrial development and WHEREAS the 1.5 acres will be sold at $12,000 per acre for a total cost of$18,000. NOW, THEREFORE, BE IT RESOLVED that the Mayor be authorized to sign a purchase agreement and warranty deed with Brookings Economic Development Corporation for a 1.5 acre parcel of land with 150 feet of frontage on 32°d Avenue S. to the south of Winter Concrete which will be platted by the City before sa1e. 136 Motion was made by Klavetter, seconded by Artz approving a carnival license for June 8`t'— June 12`i', 1999 to be held in the City parking lot on 3rd Avenue between 4�` Street and 5`�' Street. All members voted YES; motion carried. Motion was made by Wicks, seconded by Klavetter approving the appointment of Campus Police Of�'icer, Donnie A. Soderlund. All members voted YES; motion carried. Motion was made by Artz, seconded by Klavetter approving a job description and pay grade for Building Trades Technician. All members voted YES; motion carried. A draft copy of Resolution No. 50-99 regarding the impact of the proposed DM&E by-pass route around the City was discussed and will be submitted for action on June 15, 1999. Motion was made by Wicks, seconded by Artz approving authorization for the Mayor to sign EAP contract with Connections, Inc. contingent upon City Attorney approving a11 contents of the contract. All members voted YES, except Wicks abstained; motion carried. Motion was made by Artz, seconded by Klavetter approving the authorization to publish a notice of hearing for an off-sale malt beverage license for Casey's General Stores, Inc., 122 West Sixth Street. All members voted YES; motion carried. Motion was made by Klavetter, seconded by Wicks approving out of state travel for Human Resource Officer to travel to San Diego, CA, June 3'� and 4�`, 1999 for a PRIMA conference. All members voted YES; motion carried. Motion was made by Wicks, seconded by Artz approving going into executive session for contractual reasons.
