Commission Chambers March 16, 1999
City of Brookings
The City Commission convened in regular session at 2:00 PM with the following members
present: Klavetter, Murra, Plumart, Artz and Mayor Hauschild
Alan Glover, Attorney was present.
Minutes of the regular meeting held March 9, 1999 were read and approved.
Motion was made by Artz, seconded by Plumart approving the bills and claims.

Craig Osvog, representing the IDC, and Don Patrick, representing the BEDC, discussed with
the City Commission the possibility of setting up a task force to research planning and development
issues related to the Wiese Industrial Park.
Spencer Hawley reported on the Mayors Ad Hoc committee reviewing the soundness of second
penny use.
Motion was made by Murra, seconded by Klavetter approving Resolution No. 18-99 regarding
deferred compensation plan for Brookings Volunteer Fire Fighters. All members voted YES; motion
carried.
RESOLUTION NO. 18-99
WHEREAS,the Brookings City Commission pursuant to Resolution No. 27-89 established a
deferred compensation plan for the Brookings Volunteer Fire members, said Resolution being dated
April 11, 1989; and
WHEREAS,the Brookings City Commission by Ordinance No. 18-93 established a deferred
compensation program for the volunteer firefighters of the City of Brookings referred to as the
"Brookings Volunteer Firefighters Deferred Compensation Plan", said ordinance being adopted on
August 3, 1993; and
WHEREAS, said ordinance further provided that the deferred compensation plan shall be
approved by resolution of the City Commission, and that upon such approval the plan previously
approved by the City Commission pursuant to Resolution No. 27-89 was to be terminated; and
WHEREAS, Resolution 6-94 dated January 1994 was passed by the Brookings City
Commission and set forth the terms and provisions of such plan; and
O � � WHEREAS, the Brookings City Commission pursuant to Ordinance No. 18-93 further desires
to modify and amend such plan,�now therefore
BE IT HEREBY RESOLVED by the Brookings City Commission that the Brookings
Volunteer Firefighters Association, Inc. is authorized to establish rules and regulafions in its by-laws
for the administration of the"Brookings Vol�,inteer Firefighters Deferred Compensation Plan" and that
said rules and regulations may be amended from time to time in accordance with such by-laws.
BE IT FURTHER RESOLVED that a copy of such"Brookings Volunteer Firefighters
Deferred Compensation Plan" as established, and as such plan may be subsequently amended from
time to time, shall be immediately filed with the Brookings City Commission.
BE IT FURTHER RESOLVED that an annual accounting of such plan shall be provided to the
Commissioner overseeing the Brookings Fire Department.
Two (2) 1997 Crown Victorias
Cheyka Motors Inc., Schofield, WI $11,299
Motion was made by Murra, seconded by Plumart approving Cheyka Motors Inc. of Schofield,
Wisc. for the low bid of$11,299 for selling two (2) 19.97 Crown Victorias. All members voted YES;
motion carried.
Motion was made by Plumart, seconded by Murra allowing up to an additional $1,500 for the
4`'' of July Fireworks. All members voted YES; motion carried.
Motion was made by Artz, seconded by Klavetter approving a plumbers license for David
Excavating of Watertown, SD. A1 members voted YES; motion carried.
Commission meeting adjourned.
