Brookings City Council
Tuesday, January 4, 2005
The Brookings City Council held a planning meeting�n Tuesday, January 4, 2005 at 3:00 p.m.,
at City Hall with the following members present: 1Vlayor Scott Munsterman, Council Members
Tom Bezdichek, Tom Bozied, Tim Reed, Julie Whaley, Doris Roden, and Mike McClemans.
City Manager Alan Lanning, City Attorney Steve Britzman, and City Clerk Shari Thornes were
also present.
Planning Pre-Retreat. From 3:00 to 5:30 p.m., the Council reviewed their 2004 goals and
discussed issues for 2005. No action was taken.
Presentation of Brookin�s Librarv 5 Year Strate�ic Plan. Elvita Landau, Library Director,
presented the Library's 5 year strategic plan. No action was taken.
Third B. The Council discussed the importance of a Third B sales tax and how valuable it
could be for the community. There was unanimous consensus to proceed with first reading on
January 1 l, 2005.
Proposed Amendment to Governance and Ends Policv Guideline C nertainin�to reserves.
The Council reviewed proposed revisions to the city policy. There was consensus to schedule
the amendment for action at the January 1 l, 2005 meeting.
Economic Development and Promotional Model. The City Manager is working on the
economic policy and is in discussions with the lead organization.
Review of Mavor's Ad Hoc Promotional Committee Renort. The Mayor asked for
additional input on the report.
Purchasin�Policv. Council Member Roden asked that the City departments be encouraged to
purchase locally. She said local vendors need to be given an opportunity to bid on city purchases
(i.e. office equipment, contract work). She recommended local vendors be identified and
contacted. Value over price needs to be considered. Out-of- town purchases don't support local
businesses.
It was noted that state law currently mandates that low bid must be selected. The City could set a
policy to require local purchases of"non-bid" items.
The Mayor asked if a cost differential couid be impiemented requiring local purchases if within a
certain range.
Alan Lanning, City Manager, indicated that a majority of the city purchases are under the bid
limit requirements. The potentially spendable portion of the departmental budgets for day-to-
day purchases is approximately 34% of the overall budget. He surveyed all South Dakota Class
A cities and none have a written purchase locally poiicy. He questioned why not? He examined
several months of purchases and found that 75% of the city's purchases are local. A 10%
differential would result in $270,000 less purchasing power in given year, $500,000 for 20%, and
$810,000 for a 30% cost differential threshold. That would eliminate all the city's capital
expenses. In era of short budgets it is our responsibility to examine lowest costs. He advised
against a policy that would dictate where he would have to spend money. Such a policy would
restrict his hand on a daily basis. He wants to buy locally as much as possible; however, local
vendors have exceeded bids by as much as 20%. It was noted that many items are not available
locally.
No action was taken.
Annointment. A motion was made Reed, seconded by McClemans ,to appoint VJ Smith to the
Event Center Board in the City/SDSU position effective January 1, 2005 to January 1, 2008. All
present voted yes; motion carried.
Adjourn. A motion was made by Reed, seconded by Whaley, to adjourn. All present voted yes;
motion carried. Meeting adjourned at 6:36 p.m.
