FURTHER BE IT RESOLVED by the City Council that the property be offered for sale at public auction on July 29,2004. Retire and Rehire Issue. Alan Lanning, City Manager, outlined proposed eligibility and circumstances parameters in which a retire/rehire process would occur. The City Manager would have sole discretion and authority concerning the rehire of an employee following their retirement from the City. Parameters to be considered include eligibility,the specialized nature of the position, the critical nature of the position, market issues, funding issues, separation issues, and state retirement issues. Criteria would include time frame, salary, benefits, and structure. The Council requested the timeframe be reduced from 2 years to 18 months. It was clarified under separation issues that the shorter the notice the less the likelihood of consideration. ACTION: The Council directed the City Manager to bring this policy back for action. Swiftel Center 2005 Fundin�Request. Tom Richter, Swiftel Center Executive Director, and Tim Harvey, Event Center Board Chair,reviewed their Fiscal Year 2005 budget request and capital improvement plan. No action was taken. Citv Buildin�Abatement Proiect. The Council reviewed the bids received on June 29 for the asbestos abatement and structural repair project which includes removal of all exposed friable beam spray containing asbestos, installation of steel plates to overstressed beams, and applying fire proofing material. Quotes were obtained for structural testing of the welds and applying epoxy sealant to the floor. The total for the work is $49,292.69 which would address the leaking and structural problems with the floor and abate the asbestos for public safety. ACTION: Council action is scheduled for July 13tn 2 24 � City's Financial Status Review. Alan Lanning, City Manager,reviewed the following scenarios with respect to the fee increases and property tax opt out: • Food tax is not repealed and the city implements the 3 fees and opts out of property tax resulting in$2.3 million. He recommended the majority be allocated toward the $6.5 million dollar equipment problem. • Food tax is repealed and the city implements the 3 fees and opts out of the property tax resulting in$1 million to be allocated to equipment replacement. • Keep status quo with respect to the fees and property t�es,but change the ordinance with respect to 2°d penny funds. As of 2004,the city can designate by ordinance where they can be spent. In this case, the city would have to stop doing projects and allow the funds to be used for general operations. • Do nothing and face a shortfall of about $700,000 to $750,000. PropeMv Tax Opt Out. The City Manager recommended the City opt out of the property tax for at least 2 years, asking to raise 1 million additional dollars per year. This will prepare the city for the loss of the food sales tax and the higher calculation fees. The strategy is to opt out to replace the loss of food tax. If the food tax repeal fails, then the additional million would specifically go toward the replacement of equipment. He provided the following analysis: • Current mill levy=2.83 and costs tax payers $283.00 per 100,000 of assessed value per year or about $23.58 per month, raising 1.456 million. • Proposed Mill Levy=Raise mill to 4.754, costs tax payers $475.40 per 100,000 of assessed value per year or about $39.62 per month, raising 2.456 million. • This would be for 2 years. Once passed by Council, which is needed by the 15�'of July, it would be implemented and calculated into the budget process. It could be challenged by voters, collecting 5% of registered voter signatures within 20 days. If not challenged, it would be in effect. Lanning reviewed a"Cost of Government/Service Delivery Comparison"between Brookings and other first class cities in the state. Food Tax. According to the SD Department of Revenue, the estimated revenue loss for the city of Brookings from repeal of the sales tax on groceries is $681,450.98 Review of nrouosed revenue sources. Lanning recommended raising building permit fees, changing the investment policy, and implementing business licenses. Another action the Council can consider is to lessen the restrictions on the use of second penny funding. ACTION: The City Manager will prepare a resolution to opt out of the property tax for Council consideration on July 13th. He will further provide clarification on the total city budget calculations. He plans to bring a new building permit fees rate structure, an amendment to th� investment policy, and implementation of business licenses to the Council for action. 2005 Citv Deaartmental Bud�et Program urouosals. The Council reviewed the 2005 departmental narratives and asked questions about specific departments. No action was taken. Economic Develonment and Promotional Model. Alan Lanning, City Manager, stressed the importance of the current volunteer leadership in each entity. The proposed model would consist of a number of subcommittees that mirror what currently exists(attraction, retention, promotion, events,think tank, etc.). CM Roden questioned if the recommendation was to reorganize the entities or would the existing entities continue in the same fashion. All have standing committees right now. Is the city imposing something on them? Lanning said the model would help provide greater coordination in terms of city government. It would be similar to the city manager structure with one executive director and key staff below. Roden expressed concern that these programs are funded by private investments, are non-profits staffed by volunteers, and don't have common governing structures which is unlike city government. Lanning noted that the city's financial involvement in these combined entities is $400,000. A more efficient model is needed to achieve better tax dollar coordination in promoting events and retention of money. 3 245 The Mayor said the goal is to increase the effective buying income in Brookings. One purpose, one mission, one unified economic plan in a more "top-down" generated structure. He wants them(organizations) all pointed in the same direction, but he also doesn't want to lose any of the volunteers. The city is proposing to change the system, not necessarily the people. CM Reed asked the City Manager to provide the Council with a copy of the proposed model. Roden asked if the current economic development model policy was on hold. The groups haven't been meeting regularly with the City Manager. ACTION: The City Manager was asked to provide the Council with a copy of the proposed model and to review the current policies. Town Meeting Date. The date for the Town Meeting was scheduled for Tuesday, September 21, 2004 from 6:00 to 8:00 p.m. in the Swiftel Center Daktronics Room. Subcommittee Renort on Citv Manager 6-month Review. The Council reviewed a draft proposal prepared by CM Reed. Lanning also provided a sample review document for Council consideration. Reed asked for an updated issues list from the City Manager. ACTION: Further discussion was scheduled for the August planning session. Lanning will provide the Council with an updated issues list next week. Ice Rink Policv. CM McClemans expressed concern regarding the proposed Larson Ice Center Operating Agreements under consideration by the Event Center Board and Park and Recreation � Board. A specific concern was who would bear the cost of holding pen disassembly. He didn't feel the Council provided the two Boards and city staff with enough direction. The City Manager told the Council they had the ability to revise any previous policy or operating agreement. Adiourn. A motion was made by Roden, seconded by Whaley, to adjourn.
