Brookings City Council

The Brookings City Council held a special meeting on Tuesday, June 29, 2004 at 5:30 p.m., at
City Hall with the following members present: Mayor Scott Munsterman, Counci11�v1embers
Tom Bezdichek(arrived 4:10 p.m.), Tom Bozied (arrived 4:12 p.m.), Tim Reed, Doris Roden,
and Mike McClemans. Council Member Julie Whaley was absent. City Manager Alan Lanning,
City Attorney Steve Britzman, City Clerk Shari Thornes, and Event Center Board members and
staff were also present.
The Council and Board discussed the current funding level and projected needs. In 2003 the
Board requested a$301,000 city subsidy and received $240,000. The City also provided the
Center with a$75,000 cash flow loan in 2003. At the end of fisca12003 the Center was
$32,000 short. The 2004 subsidy request of$301,000 was also reduced to $240,000. The
Center's operating budget is expected to total $275,000 to $280,000. They also discussed the
Center's ongoing cash flow problem and the need for a line of credit. If the City continues to
fund the center$40,000 below the operating cost,the Board anticipates the cash gap will
continue.
The Center is not air conditioned and it loses revenue 4 to 5 months per year due to unde�
utilization. They projected an additional $80,000 net if the building was air conditioned.
Promotion of the Center can occur through self-promotion, co-promotion, or straight rental. ,
They discussed the Center"self-promoting" events. In order to achieve self-promotion,the
Center would need a special fund. The fund could be a private, city or a combination of both.
The Council requested a retrospective on 2003 events estimating the additional revenue
generation from self-promotion. �
Adiournment. A motion was made by Reed, seconded by McClemans,to adjourn. All present
voted yes;motion carried. Meeting adjourned at 5:25 p.m.
