HomeMy WebLinkAboutCCMinutes_2004_06_14 236 Brookings City Council Monday, Ju�e 14, 2004 The Brookings City Council convened in a special meeting on Monday, June 14, 2004, at 4:00 p.m. in City Hall with the following members present: Mayor Scott Munsterman, Cauncil Members Tim Reed, Julie Whaiey, Mike McClemans, Doris Roden, Tom Bozied, and Tom Bezdichek. City Manager Alan D. Lanning and City Clerk Shari Thornes were also present. Opt Out on Sales Tax. If the Council wishes to opt out on sales tax for groceries,they must pass an ordinance not later than July 15th to refer this issue to the November general election. Potential Fee Sources. Alan Lanning, City Manager,proposed the Council implement annual businesses licenses, revise the existing city funds investment policy, and increase building permit and planning and zoning fees in 2005. Tota1 income between these measures could be$640,000 per year. • Business Licenses—Lanning will provide the Council with comparison information and more detailed research on current cities with fees and current rates. He will develop a sample rate structure classified by service. He will also investigate the cost per capita in Brookings and provide a comparison to other SD cities. • Investment Policy—Lanning will research state statute requirements on this issue. He has developed a Request for Proposals. He is recommending a revision to the 2001 Investment Policy. • Building Permit Fees—Lanning recommended the Council adopt the current building code and the code's fee structure. The city is currently working with the 1997 version of the Uniform Building Code. He also recommended increasing the Planning and Zoning fees. Rules of Enga�ement. Lanning discussed how information flow from Council,staff and citizens should be processed and handled. He said all information is processed in either a policy manner, as directed by Council,or in an administrative manner,through staff. The system works best when all information comes to the office of the City Manager. From there it is classified, researched, and given to the appropriate department head for administrative processing, scheduled for an agenda discussion, and/or action or given to Council for policy action. The key point was that information should be provided to the Council at relatively the same time, in the same form, and be discussed in a public forum. He noted that ex parte communication is not addressed in state law or in city code. He proposed the Council adopt an ordinance that specifically defines that type of communication and prohibits it. Ex parte communication occurs when a council member individually contacts someone in order to gather information that will later be used in making a decision on an issue. The ex parte rule promotes consistent research and presentation of ideas for the entire Council in a public venue. On staff contacts,he indicated that Council members aze allowed to contact city staff for information purposes;however, individual direction is strictly forbidden by the Charter. Bi•dding. He plans to rework the city bidding process that would require almost a11 services to go out for competitive bids to include cleaning contracts,service contracts, and professional services other than the Attorney. Issues Uadate. Other issues discussed included a Capital Replacement Report,the Brookings Airport,the proposed Economic Development Model,and concerns regarding the 22"a Avenue and 6th Street intersection.
