Brookings City Council
Tuesday, May 4, 2004
The Brookings City Council held a plpnning meeting on Tuesday, May 4, 2004, at 5:30 p.m., qt City Hall
with the following members present: Mayor Scott Munsterman, Council Members Tom Bezdichek,Tom
Bozied, Tim Reed, Julie Whaley, Doris Roden, and Mike McCiemans. City Manager Alan Lanning, City
Attorney Steve Britzman, and City Clerk Shari Thornes were also present. Review of a Mediacom survey
was added to the agenda.
Oath of Office. Mayor Munsterman administered the "Oath of Office" and presented the "Certificates
of Election" to Council members Whaley,McClemans and Reed.
Airporf Board ReqOrt. Robb Sexauer,Board President,updated the Council on the following airport issues:
the new professional airport manager,Mike Isaacs,is doing an excellent job;the Board is working on a new
master plan;the flight training school continues to grow with more take-offs and landings in Brookings than
any other airport in the state; boardings continue to increase;the Board is investigating carrier service for an
Omaha hub, and the Federal Essential Air Service funding was successfully secured through the assistance of
the Governor and a professional lobbyist.
Investigation Report on Storm Sewer and Storm Drainage. Gregg Jongeling, Senior Project Manager,
presented the results of the drainage study. The full report is available at the City Engineer's Office.
Street Dept. 2003 Performance Measurements and Benchmarks Koss Delfinis,Street Superintendent,
presented the Street Department's 2003 Performance Measurements and Benchmarking Report for 2003.
Downtown Streetscape Project. Per the schedule adopted in August 2003,the Council was provided with
a progress report,tentative community input schedule, and project schedule. Community input meetings
are sch�duled for May 24 and 25.
Liquor Operating Agreemenf Criteria. The Council reviewed the current Policy Establishing Criterio for the
Issuance of Additionul On-Sale Liquor Licenses that was adopted in 2001 and revised in 2002. No changes
were made.
Convention Visitor's Bureau. Alan Lanning reported that he has reached a tentative agreement with the
Swiftel Center on a plan. Once plan drawings and costs estimates are determined,he will present the plan
to the Council. An expenditure may be needed.
Bus Service. The Council discussed possible locations for a bus service. The City Manager will pursue
options and will contact the bus service owner.
Mediacom Survex. Alan Lanning reported that the new franchise agreement stipulated that the Council
wanted to participate in a survey every three years and a survey is due this year. We agreed to
participate in half of the cost of the survey. Lanning asked the Council what type of information would be
valuable to them. They inquired if a review of Mediacom's complaint log was possible$
Research Park. Mayor Munsterman distributed draft Articles of Incorporation and Bylaws to the Council.
Council action is scheduled on May 11�^.
Adjournment. A motion was made by Reed,seconded by Whaley,to adjourn. Meeting adjourned at
