Brookings City Council
Thursday, November 13, 2003
The Brookings City Council convened in a planning session on Thursday, November 13, 2003 at
4:36 p.m. in the City Council Chambers at City Hall with the following members present:
Mayor Scott Munsterman, Council Members Tim Reed, Tom Bezdichek, Julie Whaley, Tom
Bozied, Mike McClemans, and Doris Roden. Acting City Manager Allyn Frerichs, City Clerk
Shari Thornes, and City Attorney Steve Britzman were also present. All present voted yes;
motion carried.
Ezecutive Sesssion. A motion was made by Bozied, seconded by McClemans, to enter
executive session at 4:36 p.m. for the purpose of discussing purchase of the Elks Lodge with the
city council members, city attorney, city clerk, and acting city manager present. All present
voted yes; motion camed. A motion was made by Roden, seconded by McClemans, to leave
executive session at 5:34 p.m. All present voted yes; motion carried.
Asenda. A motion was made by Reed, seconded by Bozied, to amend the agenda to include
discussion and possible action on the Department of Transportation land. All voted yes; motion
carried.
Department of Transnortation Land. Mayor Munsterman reported that Senator Arne Brown
has ofFered to facilitate the transfer of the Department of Transportation land located on Sixth
Street to the City of Brookings at no expense. Senator Brown has advised the city that they let
the DOT know that the city is interested in the land and he would proceed with this project.
Arne Brown will work on ttus project.
A motion was made by McClemans, seconded by Whaley, to advise the State Department of
Transportation that the City of Brookings is interested in the DOT property located on Highway
14 and that the City will ask Senator Arne Brown to facilitate a transfer to the city of Brookings
if possible. All present voted yes;Roden and Bezdichek voted no, motion carried.
Str�tegv for Interim. The City Council reviewed a draft policy for the interim period from
December 1�`to March 1�`. No action was taken.
Policv for Citv Manager Salarv. The City Council reviewed the draft policy for a City
Manager Salary. A motion was made by Reed, seconded by Bozied, to remove "Item 3 —
Performance Pay" from the city manager salary policy. All present voted yes; motion carried. A
motion was made by Bezdichek, seconded by Roden, to amend the policy as follows: 1)
Evaluations: A. Initial. The City Council sha11 conduct an initial evaluation of the City
Manager at the six month period in the first year of hire and at the 12 month period. All present
voted yes, motion camed.
Bozied asked for clarification on "Item 4 — Pay Range", specifically how the justification relies
on the Midwest CPI and regional market analysis, unless an exception is warranted. Is that
optional, locked in? Who helps in determining this data? Reed asked if overlapping pay ranges
are assurned in this policy. What does the City Manager do for the rest of his stai�? Further
discussion of the policy is scheduled for November 18�'.
Second Pennv Discussion. The Council reviewed a revised second penny projection
spreadsheet. There was discussion on the City General budget needs. The Council plans to look
at different revenue streams including raising the sales tax rate from 1.9% to 2.0%. Once the
streamline t� law goes into effect on January 1�`, the City will need to make some changes.
Creating an emergency line item for general needs was suggested. There was some discussion
regarding the Swiftel Center CIl' 20% annual line item. These items are scheduled for
discussion at the November 18�' meeting. No action was taken.
Denartmental Performance Measurements and Benchmarks. The Mayor asked the Council
for questions pertaining to the document. He said he intends to place this item on the agenda
once per month. No action was taken.
A motion was made by Bozied, seconded by Whaley, to adjourn at 6:32 p.m. All present voted
yes; motion carried.
