HomeMy WebLinkAboutCCMinutes_2003_10_15 1 � � Brookings City Council Wednesday, October 15, 2003 The Brookings City Council convened in a special planning meeting with the Events Center Board on Wednesday, October 15, 2003, at noon in the Swiftel Center with the following members present: Mayor Scott Munsterman, Council Members Tim Reed, Tom Bezdichek, Julie Whaley, Mike McClemans, Doris Roden, and Tom Bozied. Members and staff of the Events Center Board, City Manager Mike Williams, City Attorney Steve Britzman, and City Clerk Shari Thornes were also present. Long Term Site Plan. City Manager Williams distributed estimates of probable project costs prepared by Banner Associates Inc. for the following items specified in the long term site plan: animal holding barn, parking lots, storage facility, and convention center. The Events Center Board will review the plan and projected costs at their ne� meeting in order to develop a prioritized operational and site plan capital improvement plan. The City Council and Events Center Board will discuss prioritized improvements, a time line, and funding options at their next meeting in November. No action was taken. Swiftel Center Draft Plannin�Model Policv. Council Member Reed presented a draft planning model policy with projected numbers for discussion purposes. The Events Center Board will review the model policy with its staff and representatives of Compass Facility Management for their input. No action was taken. LiQUOr License. Tom Richter, Swiftel Center Director, explained the cunent procedures for obtaining a temporary convention liquor license for the facility. The City is only allowed to issue one temporary license per day. The Swiftel Center is in competition with two other facilities for that license and conflicts have occurred. The City Attorney was asked to review the law for possible changes to the procedure. The Council agreed to review the issue at their October 21�planning session. No action was taken. Neat Meeting. The next meeting will be held late November 2003 after the Events Center Board has reviewed the policy and CIP plan. A motion was made 6y McClemans, seconded by Reed, to adjourn at 1:30 p.m. All present voted yes; motion carried.
