HomeMy WebLinkAboutCCMinutes_2003_10_07 � � o Brookings City Council Tuesday, October 7, 2003 The Brookings City Council convened in a special session to interview executive search firms on Tuesday, October 7, 2003 at 2:00 p.m. in the City Council Chambers at City Hall with the following members present: Mayor Scott Munsterman, Council Members Tim Reed, Tom Bezdichek (arrived at 2:28 p.m.), Julie Whaley, Tom Bozied, Mike McClemans, and Doris Roden. City Manager Mike Williams, Tracy Dahl-Webb, Human Resources Director, and City Clerk Shari Thornes were also present. Interviews. The City Council interviewed the following executive search firms for the city manager seazch process: Jim Brimeyer, The Brimeyer Group, Inc. from Hopkins, Minnesota; Thomas Dority, The Mercer Group, Inc. from Greeley, Colorado; and Al Thelen, Thelen Consultants from Denver, Colorado. No action was taken. City Manager Mike Williams, City Attorney Steve Britzman and City Clerk Shari Thornes were also present. A motion was made by Bozied, seconded by Roden, to adjourn at 7:30 p.m. All present voted yes; motion carried. Human Rights Committee Reaort. Lawrence Novotny, Committee Chair, presented recommendations for incorporating the International community that included continued communication with partner organizations, seeking transportation options, and a citywide global village hospitality night. Downtown Streetscaue Plan. The Council discussed the timeline and process steps for the Downtown Streetscape Project, a federally funded project by a $360,000 HUD grant. Predevelooment Asreements wit6 Larte Retail Business. Council Member Roden explained that predevelopment agreements are a tool that some communities use to minimize the impact of superstore sprawl. She said often times these businesses are seen as economic development but they can cause an "economic shift" in a community. According to studies done in Iowa, communities have experienced an 80-85% economic shift. Those businesses that were in town axe left with 15% of what they had before the large retail businesses came. Communities can also experience retail "glut" where there is more retail space than the community can support. This most often negatively impacts the "mom & pop" stores. The large retail stores also can require an infrastructure that becomes a financial burden of the citizens. The Council may want to look at possible costs that may be associated with the 22"d Avenue and 6�` Street intersection. Some communities have policies and zoning rules that state if a certain size retail locates in that community, the retailer must assume certain costs. Should large retailers be allowed to abandon former buildings and acres of parking lot? Some communities say the business can't leave one building until it is rented or sold before moving on to second development. State and local governmental bodies have the responsibility to set rules to control their community's growth through zoning, planning, and ordinasices. Mavor's Promotional Committee Renort. Deb Garbers, CVB Director and Committee Chair, reported that the committee reviewed the current 2003 and proposed 2004 subsidy budgets. The BEDC has also hired a firm to develop a marketing strategy. Waiting until that report is prepared was recommended. Update on Growth Partnershiu Proiect. Mayor Munsterman reported that the proposal has been presented to Governor Rounds. They are currently researclung methods to fund the proposal. The steering committee is finalizing a detailed business plan and location at the October 14�`meeting. Council Policv: Reportin� bv Economic Development & Plromotional Entities. The Council reviewed a draft policy. Action will be scheduled at a future meeting. 14 .1 Swiftel Center Canital Funding Reauest. The Council reviewed a five year capital improvement plan and capital funding request for the Arabian Horse Show event from the Swiftel Center. A motion was made by Munsterman, seconded by Reed, to provide $26,800 city general contingency funding for aisle lighting, backup for house sound, and portable radios for the Swiftel Center. A motion was made by McClemans, seconded by Bozied, to amend the main motion to fund the Swiftel Center 2004 capital improvement plan in the amount of$38,700 with half from the city general contingency and the other half coming from Swiftel Center operating budget. Bozied and McClemans voted yes; Bezdichek, Reed, Munsterman, Roden and Whaley voted no; motion to amend failed. On the original main motion, all present voted yes, except Bozied voted no, motion carried. A motion was made by Munsterman, seconded by Bozied, to e�end the meeting time an additional 20 minutes in order to finish agenda items 10 and 13. All present voted yes; motion carried. A motion was made by Roden, seconded by Reed, that the City allow private enterprise to fund the $106,000 and the city fund the additional stall power, sound to stall areas, water pressure pumps, and ground working equipment at no more than $39,100 from the capital reserve. A motion to amend was made by Munsterman, seconded by Reed, to approve the $69,000 from Second Penny undesignated 25% of the 75% funding, contingent upon the Arabian show coming to Brookings, also contingent the improvements must be incorporated into the Swiftel Center long term plan; and proceed with pursuing private investment is legal and available. All present voted yes; except Bozied, motion carried to amend. On the original motion as amended, all present voted yes;except Bozied, motion carried. Action to select a Citv Manager Search Firm. A motion was made by Bozied, seconded by McClemans, to hire Thelen Consultants to conduct the City Manager Search process. All present voted yes; except Roden, Reed, and Bezdichek, motion carried. Briefing for October 14`� Action Meetin�. Williams provided a briefing on the October 14`" agenda items. A motion was made by McClemans, seconded by Bozied, to adjourn at 7:47 p.m. All present voted yes; motion carried.
