HomeMy WebLinkAboutCCMinutes_2003_09_30 138 Brookings City Council Tuesday, September 30, 2003 The Brookings City Council held a special meeting on Tuesday, September 30, 2003 at 5:30 p.m. at City Hall with the following members present: Mayor Scott Munsterman, Council Members Tom Bezdichek, Tom Bozied, Tim Reed, Julie Whaley, Doris Roden, and Mike McClemans. City Manager Mike Williams, City Attorney Steve Britzman, and Shari Thornes, City Clerk, were also present. Citv Manager Search Process. Michael Williams, City Manager, said his last day with the City will be Novennber 28, 2003. The City Council was provided with the following information to consider for the new city manager search process: draft job descriptions, a community profile, recent department head profiles, a draft City Manager profile, curcent salary information, William's employment agreement, the interim manager agreement from 2000, the ICMA Code of Ethics, and five search firm proposals. The Council discussed the advantages and disadvantages on the use of a search firm in the city manager search process. A motion was made by Munsterman, seconded by Bozied, to hire a search firm for the city manager search process with an accelerated timeframe and to begin the community profile process to allow for community input. All voted yes; except Roden and Bezdichek, motion carried. The City Council agreed to interview Thelen Consultants, The Brimeyer Group, Inc., and The Mercer Group, Inc. on Tuesday, October 7`� at 2:00 p.m. The Council prefers in-person interviews rather than telephone interviews. The Council members will be invited to participate in the community profile. Williams was asked to schedule the profile meeting as soon as possible. The search firm will assist in establishing the salary and benefits ran�e. Williams recommended a range of$72,124 to $97,368. The Council requested the survey of state and regional city manager salaries dated March 2003 be updated and include ranges and years of experience. The city manager job description was never finalized and should be adopted by the Council in the near future. Williams indicated that his employment contract as city manager was fairly standard in the industry and he recommended the Council leave the creation of a new contract to the search firm. r The Council discussed current priority management issues includin� the hiring of a city engineer, the hiring of an airport manager and management evaluations. Adiournment. A motion was made by Bozied, seconded by McClemans, to adjourn. All present voted yes; motion carried.
