Brookings City Council
April 9, 2003
The Brookings City Council convened in a special action meeting on Wednesday, April 15, 2003 at
4:00 p.m. in the City Council Chambers at City Ha11 with the following members present: Mayor
Virgil Herriott, Council Members Mike McClemans, Scott Munsterman, Doris Roden, Sam Artz, Zeno
W. Wicks III and Tom Bozied. City Manager Michael Williams, City Attorney Steve Britzman, and
City Clerk Shari Thornes were also present. Mayor Hemott called the meeting to order 4:00 p.m.
Motion was made by Roden, seconded by Munsterman, to adjourn when the agenda was completed.
All present voted yes; motion carried.
Referred Ordinance No. 02-03 Regarding Off-Sale Beer Sales on Sundavs. A motion was made
by Wicks, seconded by Munsterman, to schedule an election on refened Ordinance No. 02-03, "An
Ordinance Amendin� Section 6-4 Of The Revised Ordinances Of The City Of Brookings And
Pertainin�To Sa1es of Off-Sa1e Ma1t Beverages on Sunday" to the ne� regular municipal election in
Apri12004. On the motion; Munsterman, Bozied, Roden and Wicks voted yes, Herriott, Artz and
McClemans voted no; motion carried.
Eaecutive Session—Citv Manager Performance Auaraisat. A motion was made by Munsterman,
seconded by Bozied, to enter executive session at 4:20 p.m. for purposes of the City Manager
Performance Appraisal with the City Manager present. All present voted yes; motion carried. A
motion was made by Roden, seconded by Bozied, to leave executive session at 7:30 p.m. All present
voted yes; motion carried.
A motion was made by Wicks, seconded by Munsterman, to state that the City Council has arrived at a
two-part salary package. The first, a base increase of$4,100, bringing the City Manager to the high
end of the available market data for city managers. The second part, a 4% bonus of the new base
equaling $3,800 in recognition for performance which exceeded the Council's expectations. The
Council is taking this action in recognition of the current Manager's exceptional service. In
conjunction, the Council will formulate a City Policy on Manager compensation based on an in-depth
market survey during 2003. All present voted yes; Herriott abstained; motion carried.
A motion was made by Munsterman, seconded by Bozied, to adjourn at 7:35 p.m. All voted yes; motion
carried.
