HomeMy WebLinkAboutCCMinutes_2003_03_04 051 Brookings City Council • Tuesday,March 4, 2003 The Brookings City Council convened in a planning session on Tuesday, March 4, 2003 at 5:30 p.m. in the City Council Chambers at City Ha11 with the following members present: Mayor Virgil Herriott, Councit Members Mike McClemans, Tom Bozied, Scott Munsterman, Doris Roden, Sam Artz, and Zeno W. Wicks III. City Manager Michael Williams, City Attorney Steve Britzman, and City Clerk Shari Thornes were also present. Mayor Herriott called the meeting to order 5:30 p.m. Motion was made by Wicks, seconded b�Munsterman, to complete the agenda before adjourning. All present voted yes; motion carried. Renort from the Brookinss Committee for People who have Disabilities. Kurt Cogswell, Committee Chairman, reported that the Committee has developed a booklet and complimentary presentation on the benefits and opportunities of employing people with disabilities. The Committee is also holding Barrier Awareness Days in the elementary schools in March, sponsoring an accessibitity workshop for the high school Building Trades class, and the Committee requested the City revisit the funding of an accessible entrance on the Police Department. No action was taken. Board of Eaualization. Beryle Sessions, Brookings County D'u-ector of Equalization, briefed the Council on the upcoming 2003 Board of Equalization hearings. Hearings are scheduled for the week of March 17 to 21. Deadline for property owners to appeat their property's valuation is March 13�'. Sessions noted that the Equalization Office implemented the Marshall and Swift 2002 Cost Tables for this evatuation year. All residential properties in Brookings County were re- evaluated. Values were not changed on commercial or industrial properties. No action was taken. Presentation bv Brookin�s Economic Develo,pment Corqoration (BEDCI. LaDell Swiden, Board President, presented the highlights of the Board's 2003-2005 Business Plan that include strategic initiatives, strategies and action plans for the following areas: Existing Business Service and Support, Communication and Coordination, New Business Recruitment, Site Development, Funding and Incentives, and Government Relations and Leadership Initiatives. No action was taken. Citv Counci12003 Goals and Outcomes. The Council reviewed the draf� 2003 Goa1s and Outcomes as developed at their January 30, 2003 retreat. Reviewing local support for military families and development of a transportation strategy were added to Key Performance Area#2, Municipal Services. The City Manager was asked to identify timelines for the action items. Action is scheduled for March 11, 2003. 5 vear Street Maintenance and Construction Plan. Gregg Jongeling, City Engineer, presented the Five Year Plan for Street Maintenance and Construction to include improvements to streets, storm sewers, sanitary sewers and water, and airport projects. A public hearing and action on the Plan is scheduled at a future Gouncil meeting. Citv Manager's Performance Apnraisal. Appraisal forms regarding the City Manager's • performance in 2002 were distributed to the Council for completion by March 14th. The City Manager's review is scheduled for Tuesday, March 25'�, at 3:00 p.m. in executive session prior � to the action meeting. Performance Measurement Renort. Michael Williams summarized the City of Brookings participation in the International City Managers' Association(ICMA) Center for Performance Measurements(CPM). The CPM was created to help cities and counties obtain accurate, fair, and comparable data about the quality and efficiency of serve delivery to their citizens. He noted that it is hoped that some smaller communities in South Dakota and Minnesota will enter into this program in the future. In addition to the ICMA CPM, the City of Brookings devised a data collection tool to collect information from the first class cities in South Dakota. Further development of this tool is planned for this year. The February 2002 City Citizen Satisfaction Survey was also referenced. City departrnent heads provided an overview on their department's data and responded to questions from the Council. Council recommendations on future indicators will be sought prior to the ne� survey. No action was taken. 052 � A motion was made by Munsterman, seconded by Bozied, to adjourn.
