HomeMy WebLinkAboutCCMinutes_2003_02_10 043 Brookings City Council Monday, February 10, 2003 The Brookings City Council convened in a planning session on Monday, February 10, 2003 at 4:00 p.m. in the meeting room at City Hall with the following members present: Mayor Vir�il Herriott, Council Members Mike McCletnans, Tom Bozied, Scott Munsterman, Doris Roden, and Zeno W. Wicks III. Sam Artz was absent. Ciry Manager Michael Williams, City Attorney Steve Britzman and City Clerk Shari Thornes were also present. Mayor Herriott called the meeting to order 4:00 p.m. Motion was made by Munsterman, seconded by Wick.s, to adjourn by 7:00 p.m. All present voted yes; motion carried. Retiort from the Brooking�s Traffic Safety Committee. Margie Wagner-Carpenter, Committee Chairman, updated the Council on Committee activities. Current issues include changring Western Avenue into a t�irough street from US Highway 14 bypass to City limits, extending of bike and pedestrian trails east of I-29, and various street signage requests. No action was taken. Amendments to the 1994 Revised Zoning Ordinances. Dan Hanson, Planning and Zoning Administrator, reported that the Planning Commission has been working on the proposed revisions for approximately 10 months. The Planning Commission will attend Council Planning Session as needed to fully brief them on the proposed changes. They desire action on the ordinance amendment at a future action meeting. The Planning Commission has held public hearings in November and December of 2002 on the changes. Hanson reviewed the major points of the changes. No action was taken. Proposed Historic Preservation Ordinance Revisions. Members of the Historic Presetvation Commission were present to update the Ciry Council on the project. Since the January 7, 2003 Council meeting, the BHPC has contacted approxitnately 40 citizen reviewers to e�mine and make recommendations on the document. A media release was issued asking for citizen participation. A subcommittee meeting between t�ie BHPC and t�ie Planning Cotnmission is scheduled for February 13, 2003. Since the last meeting the document was also reviewed by a preservation consultant. Many meaningful recommendations have been made by the reviewers and the consultant and the BHPC will discuss modifications to the proposed amendment at their February 13 meeting. The BHPC provided written responses to some of the Council's questions from January 7`'' and the remaining will be provided to the Council within the week. The BHPC plans to attend a future meeting of the Council to present a final document for consideration. Members of the Council were encouraged to submit any questions or concerns to the City Manager for the BHPC to review and respond to as soon as possible. A motion was made by Munsterman,seconded by Bozied, to adjourn.
