Brookings City Council
January 7, 2003
The Brookings City Council convened in a planning session on Tuesday,January 7, 20(13 at 5:30
p.m. in the meeting room at City Hall with the following members present: Mayor Virgil Herriott,
Council Members Mike McClemans, Tom Bozied, ScotC Munsterman, Doris Roden, Zeno W.
Wicks III, and Sam Artz. City Manager Michaet Williams, City Attorney Steve Britzman and City
Clerk Shari Thornes were also present. Mayor Herriott called the meeting to order 5:30 p.m.
Motion was made by Roden, seconded by Munsterman, to adjourn by 8:30 p.m. All present
voted yes; motion carried.
Report from Robb Sexauer, Brookin.�s Airoort Board. Rescheduled to January 28, 2003.
Pronosal to Ea,cemvt Local Taxes on Food. Pastor Edward Schreur, Faith Reformed Church and
Food Pantry representative, presented a proposal to the City Council to exempt the local ta�ces on
groceries. He provided statistics on the number of Brookings residents at risk of hunger. There
are over 600 people in Brookings receiving food stamps with over 3,000 who are at need. Most are
children and single mothers. Assistance is provided to those in need twice per year from the Food
Pantry. The Brookings Foundation provides assistance once per lifetime. The local Salvation
Army provides $75 per person. Pastor Schreur urged t�ie City Council to exempt local ta�ces on
groceries and urge state lawrnakers to repeal the tax statewide. No action was taken.
Provosed Historic Preservation Ordinance revisions. Pat Fishback, Commission Chairman,
reviewed the proposed amendments to the current Historic Preservation Ordinance. She
indicated that it has been the desire of the BHPC for several years and has been recommended by
city entities, citizens who participated in the Town Meetings on Preservation, and state and local
preservation officials that the ordinance be clarified. In July of 2001 the State made funding
available for an ordinance review project. The BHPC has been participating in that project along
with Aberdeen, Coddington and Clay Counties. The BHPC is now at the stage oE asking citizens
and other organizations to review the draft. No action was taken.
Off sale beer sales on Sundavs. Dick Olson, Executive Director of the Brookings Chamber of
Commerce, reported that the Chamber has adopted a policy statement in support of off-sale beer
sales on Sundays. Their primary reason for support is to capture a visitors market that Brookings
is missing due to the absence of this product on Sunday. The proposal would be to sell malt-
based beverages in grocery stores and convenience stores only. Members of the City Council were
supportive of ordinance revision. The item will be scheduled for first reading on January 28,
2003.
Research and Technologv Center Policv. This item was rescheduled to the January 14, 2003
meeting.
Toint Domestic Prevaredness Pro�ram. Police Chief Tim Tompkins and Fire Chief Darrell
Hartmann presented information on a statewide grant program for the purpose of homeland
security. The funds are to be used to enhance local response to terrorist acts and weapons of mass
destruction. The city and county of Brookings are eligible for$60,000 of 100%grant funds for
equipment and training for first responders. No action was taken.
Street Develoument Policv. The City Manager presented a revised draft policy. The Council
requested the manager proceed with further policy development. No action was taken.
Revised Mavoral Volunteer Appointment Process. Mayor Herriott reviewed his volunteer
appointment process with the Council. Minor revisions were made. Council adoption of the
process is not required. The Mayor will proceed with the process. No action was taken.
�DSU Student Survey Results. Wicks reviewed a survey conducted of SDSU studenrs in the fall
of 2002 about their lives in Brookings, on and off campus. No action was taken.
Conflict of Interest Policv. Revisions were discussed to the proposed document. This item will
be scheduled for the January 14, 2003 planning session. No action was taken.
Leadershiu Team 2003 Outcomes. This item was rescheduled to the January 14, 2003 meeting.

City Council 2003 Retreat -]anuary 30. This item was rescheduled to the January 14, 2003
meetin�.
Municipal Government Dav at the Le�islature, Feb. 4 &5. A motion was made by Roden,
seconded by Munsterman, to reschedule the February 4`h planning session meetin�to February 10 ar
4:00 p.m. in order that the Ciry Council could attend the Municipal Government Day at the
Legislature. All present voted yes; motion carried.
Executive Session A motion was made by Roden, seconded by Munsterman, to enter executive
session at 8:45 p.m. for the purpose of personnel with the City Manager, City Attorney, and City
Clerk present. All present voted yes; motion carried.A motion was made by Bozied, seconded by
Roden, to leave executive session at 9:00 p.m. All present voted yes; motion carried.
A motion was made by Bozied, seconded by McClemans, to adjourn. Meeting adjourned at 9:00
p.m.
