HomeMy WebLinkAboutCCMinutes_2002_11_19 022 Brookings City Council November 19, 2002 The Brookings City Council convened in a planning session on Tuesday, November 19, 2002 at 4:00 p.m. in the meeting room at City Hall with the following members present: Mayor Virgil Herriott, Council Members Mike McClemans, Tom Bozied, Scott Munsterman, Sam Artz, Doris Roden, and Zeno W. Wicks III. City Manager Michael Williams, City Attorney Steve Britzman and Jan Duchscherer, filling in for City Clerk, were also present. Mayor Herriott called the meeting to order at 4:00 p.m. The following two items were added to the agenda: Discussion of the Joint City/County/School meeting for November 26, 2002 and Executive Session to discuss the Bozied Lawsuit. Motion was made by Wicks, seconded by McClemans, to adjourn immediately after executive session. All present voted yes; motion carried. Joint Citv/Countv/School Meeting. The Joint City/County/School meeting will be held Tuesday, November 26, 2002 at noon. Items suggested for the agenda were another discussion on Brookings Day at the Legislature and a discussion of joint efforts between entities. City 75% Canital Improvement Plan. City Manager Michael Williams presented projections for the 2"a Penny Sales Tax Fund. There was a discussion about potentia175% projects and a philosophy of the use of 75% funds in the future. Conflict of Interest Ordinance. City Manager Michael Williams reported that the City Charter requires the Council to adopt a Conflict of Interest Ordinance. A sample ordinance was reviewed and discussed. City Attorney, Steve Britzman and City Manager Michael Williams will work together on a draft ordinance for review by Council. Cable TV Franchise. City Attorney, Steve Britzman presented a draft Cable TV Ordinance resulting from conversations with Mediacom. Discussion was held. The City Attorney will put together a summary of choices for further discussion at a future meeting. Youth Council. City Manager Michael Williams stated that Brookings was one of 11 cities selected to receive technical assistance as part of the National League of Cities MetLife Foundation Youth-City Connection project. The purpose of the project is to develop and enhance municipal strategies for increasing the civic engagement of young people. Street Development Policv. Discussion was held on revising the policy pertaining to street assessments. Gregg Jongeling was present to answer questions pertaining to the street development policy. There was consensus to add the item to the next planning meeting for further discussion. Economic Develonment. No Discussion. Eaecutive Session. At 6:30 P.M. a motion was made by Roden, seconded by Munsterman, to enter into Executive Session to discuss Bozied vs. City of Brookings and Mills Construction. Bozied excused himself from the meeting. Members present were Artz, McClemans, Wicks, Roden, Munsterman and Herriott. 5teve Britzman, City Attorney, Mike Williams, City Manager and Sandra Hogland, attorney were also present. After discussion, a motion was made by Roden, seconded by Munsterman to come out of executive session. Bozied returned to meeting. A motion was made by Roden, seconded by McClemans, to adjourn.
