HomeMy WebLinkAboutCCMinutes_2006_04_27 127 Brookings City Council Apri127, 200G The Brookings Ciry Council held a special meeting on Thursday,Apri127,2006 at 12:00 p.m. noon, at City Hall with the following members present: Mayox Scott Munsterman, Council Members Tom Bezdichek,Michael Bartley (via phone),Julie Whaley, Ginger Thomson,and Michael Reitz. Tim Reed was absent. City Manager Alan Lanning and City Clexk Shari Thornes were also present. City Manager Resignation. Alan Lanning, City Manager, submitted his resignation as City Manager effective June 14, 2006. Lanning has accepted the position of city manager in Steamboat Springs, Colorado starting on July 1,2006. It i.c an incredible honor to have been cho.ren for the po.rition and I oa�e a great deal ofgratitude to the City of Brookings, �vhich he ped prepare me for Steamboat. For the past tivoyearr,I have worked diligently to improve the zvorking.r, infrastructure, employee relation.rh�s, Counczl relation.rhip,r, amenfties and.cerrrice.r for the City of Brooking.r Tho.re acbaevement.r are numerou.r, but ar�be.rt ,rummari�ed by the foldoaving: • The fund balance ha.r increa.red by 1.8 million,giving the City a healthy re.ce�ve and a healthy financia! outlook. � The bond rating ha.r improved from a Baa> to an A3;tran.rlating to years of lower intere.ct rate.r, better bonding opportunitie.r and an overall im�iroved financial headth. • Staf'f morale has improved greatly and they nosv serue a.r a more cohesive gmup, .cecure that they enjoy administrative.rupport and confidence in their abilitiet. The.re are ju.rt.rome of the po.ritive thing.r that have been accomplished over the pact 2yearr and in theyears to come, many�vill forget I wa.r even here, even thought the accompli.rhment.r rvill live on foryearf Ther�are hundr�d.r of other accompli.rhments that svidl never receive notice, but will al.ro�irovide improved service.r for citi�en.r and I am extremedy �iroud of the.re accomplishments and pmud of the staff that svork.c hard every aingle day to make Brookings a better place to live. I would like to.rpecifzcally thank Shari Thorne.r for her tireles.r�ort, her undying loyalty and the hour.r she.rpent li.rtening to my cra�,y vi.rions like Lowe'r and the Prairieland Development. Her confzdence in my viszon, her encouragement and her counsel, certainly he ped keep me afloat. More importantly, her underrtanding in tho.re dark tirnes, Tvhen little hope 1va.r apparent, she managed to muster.rome encouragement. To Tfm Torrrpkin.r for hi.c p�fesnonalism and wisdom and for hi.r many hour.r of coun.rel and.rupport in both good time.r and dark time.r. I ivould like to acknowledge the Council s�ho hired me and thank them for their confidence. I would like to thank tho.re Council memberc avho have.rpent hourr underctanding the issue.r and encouraging me Tvith their.rupf�ort during 128 d�cult time.c. Mike Bartley stands out in that res�ect and I urill alu�ay.r ap�ireciate our talk.r, even the 10:30 pm phone call�: I ivould al.ro like to.rpecifically thank MayorMun.rterman for hi.r.rupport and hi.r dedication to the o�ce of Mayor and the City. No one in thi.r City�ill ever fully under.rtand nor appreciate the hour,r we spent talking bout the future of Brnoking.r. They 2vill never fully understand or ap�ireciate tbe self-examination, specifzcally do determine if our motive and method.r lvere true to the city, tru.rt to our fellorv citi�ena and true to our faith. I afi_plaud Mayor Mun.rterman as he fully pa,cred all three te.rt.c in my mind. MayorMun.rterman quoted a famou.r line to me one day,I believe from Teddy Koosevelt, svho said "You can get a!ot more accompli.ched u�hen you don't care who get.r the credit." There is no more fitting line for the.relfle.cr zvork of Mayor Mun.rterman and how that philo.rophy embodie.r my ozvn. I u�ill take that line with me for the rest of my career. Again, thank you for the opportunity to.rerve and God ble.r.ryou all." Mayor Munsterman thanked Lanning for his service and said he appreciated their time together. He said Lanning was the right person for the time,but understood and admired people that have life dreams and wished him well. The other council members also thanked Lanning for his service and wished him and his family well. Lanning recommended the Council meet soon to discuss the transition plan. A special meeting was scheduled for Tuesday,May 2°d at 5:00 p.m. Adjourn. A motion was made by Reitz, seconded by Whaley, to adjourn. All present voted yes;motion carried.
