The Brookvigs City•Council convened in a joint session with the Bxookings Hospital Board at 7:00
p.m. on Thursday,July 24,200$, at the Brookings Hospital with the following members present:
Mayor Scott Munsterman, Council Members Julie Whaley,Mike Bardey, Ryan Brunner,Tim Reed,
Mike McClemans, and Tom Bezd.ichek. City Manager Jeffrey Weldon and City Attorney Steve
�3ritzman were also present.
The Hospital Board shared with the City Counc�l the current master plan under consideration
relative to the expansion and remodeling of the Brookings Health System campus. The project will
be conducted in multi-yeaY phases and includes the demolition and re-construction of the nursing
home on the current site followed by hospital expansion on the site of the current nursing home.
Several sections of the hospital will be remodeled. A phased construction schedule would allow the
hospital to finance the project with cash flow and reserve and would not require the issuance of
debt. The major purpose is to modernize the facility and impYOVe the overall quality of health care.
There was discussion about whether or not Brookings Health System should continue to be in the
nursing home business as it is a loss leader. The Hospital Board has a position that even though
other parts of the operation subsidize the nursing home,it was still part of the overall community
mission of health care to have a nursing home. Thexe was also some discussion about whether or
not the city should continue to own the facility or if it should be sold to the private sector. The
group thought the discussion was timely given the fact that a major investment is being
contemplated. The Hospital Board shared their thoughts with the City Council relative to the
reasons and rationale as to why the overall health care of the community is best served by
continuing as a community-owned facility. No action was ta.ken.
