7he Brookings City Council held a study session on Tuesday, February 18, 2014 at 5:00 p.m., at
City Hall with the foflowing members present: Mayor Tim Reed (left at 6:30 p.m.), Council
Members lohn Kubal (left at 7:55 p.m.), Mike McClemans,Tom Bezdichek, Ope Niemeyer and
Keith Corbett. Jael Thorpe was absent. City Attorney Steve Britzman, City Manager Jeff Weldon
and City Clerk Shari Thornes were also present.
Discussion topics: First District Association of Local Governments update, Board of Equalization
hearing update, Climate Change Presentation, Workforce Development update, (Mayor left),
Brookings Health Systems Quarterly Financial Report, Brookings Municipal Utilities Quarterly
Financial Report and City Council Ex-Officio Reports.
Topics for future discussion. A motion was made by McClemans, seconded by Kubal,to discuss
the possibility of an expanded or new master comprehensive plan at a future study session. All
present voted yes; motion carried.
A motion was made by McClemans, seconded by Kubal,to request the Council revisit the area
previously studied from 6th Street to 7th Street from Medary Avenue to 14th Avenue
(watertower). Friendly Amendment: A motion to assess any developments that have occurred
in the area from 6th Street to 7th Street from Medary Avenue to 14t"Avenue (watertower) since
the last action was taken or if further action may be helpful or beneficial. All present voted yes;
motion carried.
Executive Session. A motion was made by McClemans, seconded by Kubal,to enter into
executive session at 7:35 p.m. for purposes of discussing marketing or pricing strategies by a
board or commission of a business owned by the state or any of its political subdivisions, where
public discussions would be harmful to the competitive position of the business with the Steve
Meyer, Laura Ju�ius, City Manager, City Cferk and City Attorney present. All present voted yes;
motion carried. A motion was made by McClemans, seconded by Niemeyer, to exit executive
session at 8:05 p.m. All present voted yes; motion carried.
Adiourn. A motion was made by Bezdichek, seconded by Niemeyer,to adjourn. AII present
voted yes; motion carried. Meeting adjourned at 8:07 p.m.
