Action on various appointments to volunteer boards, committees and commissions. Action to cancel the May 20th Study Session. Action on Resolution No. 31-14, a Resolution to surplus a police car. Action on Resolution No. 32-14, a Resolution authorizing the City Manager to sign a Wine Operating Agreement Renewal for Cottonwood Coffee Inc. (dba Cottonwood Bistro), Jacob Limmer and Lynn Askew, owners, 1710 6th Street. Action on Resolution No. 33-14, a Resolution authorizing Change Order No. 1 for Dakota Nature Park Amenities, Phase VI; Clark Drew Construction, Inc. Re-statement of City of Brookings Annexation Policy for Dean Christie Farmsite. Action:  Motion to Approve, Request Public Comment, Roll Call *Matters appearing on the Consent Agenda are expected to be non-controversial and will be acted upon by the Council at one time, without discussion, unless a member of the Council or City Manager requests an opportunity to address any given item.  Items removed from the Consent Agenda will be discussed at the beginning of the formal items.  Approval by the Council of the Consent Agenda items means that the recommendation of the City Manager is approved along with the terms and conditions described in the agenda supporting documentation. Action:   Motion to Approve, Request Public Comment, Roll Call Action on Resolution No. 37-14, a Resolution authorizing Change Order No. 1 (CCO#1) for Brookings Runway Re-Alignment Project (Phase 2), AIP #3-46-0005-026-2013; Muth Electric, Inc. Action:   Motion to Approve, Request Public Comment, Roll Call Action on Resolution No. 38-14, a Resolution authorizing Change Order No. 2 (CCO#2) for Brookings Runway Re-Alignment Project (Phase 2), AIP #3-46-0005-026-2013; Bowes Construction, Inc.  Action:   Motion to Approve, Request Public Comment, Roll Call Ordinance First Readings** *No vote is taken on the first reading of an Ordinance.  The title of the Ordinance is read and the date for the public hearing is announced. Public Hearings and Second Readings: Public hearing and action on Ordinance No. 07-14: an Ordinance for a conditional use to establish a Contractor’s Shop and Storage Yard on Lot 11, Block 4, Folsom Addition (141 3rd Ave. So.). Action:   Public Hearing, Motion to Approve, Roll Call Public hearing and action on a temporary alcohol license for Downtown Brookings, Inc., in conjunction with Delta Chi Fraternity, to hold a fundraising event consisting of various bands, a beer garden, and other fundraising activities on May 3, 2014 in the 300 block of 5th Street.  Action:   Public Hearing, Motion to Approve, Roll Call Public hearing and action on a preliminary plat of a portion of the Timberline Addition in the W ½, NE ¼, excl. the N 1,350’ thereof, of Section 34-T110N-R50W. Action:   Public Hearing, Motion to Approve, Roll Call Other Business Action on Resolution No. 39-14, a Resolution authorizing the acquisition of real property for right-of-way purposes for a portion of future 26th Street South. Action:  Motion to Approve, Request Public Comment, Roll Call Action to approve a revised Initial Development Plan for a Planned Development District on Lot G, Beale Addition (6th St. and 13th Ave.) Action:  Motion to Approve, Request Public Comment, Roll Call City Council member introduction of topics for future discussion.* * Any Council Member may request discussion of any issue at a future meeting only.  Items cannot be added for action at this meeting.  A motion and second is required stating the issue, requested outcome, and time.  A majority vote is required.
