Pledge of Allegiance. Record of Council Attendance. Action to approve the following Consent Agenda Items:* Action to approve the agenda. Action to approve minutes. Action on appointments to the Traffic Safety Committee. Action to abate the 2014 Drainage Fees for the properties in the SDSU Innovation Campus Addition. Action on Resolution No. 11-14, a Resolution authorizing Change Order No. 1 (CCO#1) for Brookings Runway Re-Alignment Project (Phase 2), AIP #3-46-0005-026-2013. Action on Resolution No. 12-14, a Resolution authorizing Change Order No. 1 (CCO#1 Final) for 2013-05SSI, Rotary Park Drainage Improvement Project. Action on Resolution No. 13-14, a Resolution authorizing the Mayor to sign documents for P3313(11) PCN 03CC, 20th Street South and Main Avenue South Intersection Improvements, Brookings. Action on Resolution No. 14-14, a Resolution authorizing Change Order No. 3A (CCO#3A) for Brookings Runway Re-Alignment Project (Phase 1A), AIP #3-46-0005-025-2012. Action on Resolution No. 15-14, a Resolution authorizing Change Order No. 7 (CCO#7) for Brookings Runway Re-Alignment Project (Phase 1), AIP #3-46-0005-025-2012. Action:  Motion to Approve, Request Public Comment, Roll Call *Matters appearing on the Consent Agenda are expected to be non-controversial and will be acted upon by the Council at one time, without discussion, unless a member of the Council or City Manager requests an opportunity to address any given item.  Items removed from the Consent Agenda will be discussed at the beginning of the formal items.  Approval by the Council of the Consent Agenda items means that the recommendation of the City Manager is approved along with the terms and conditions described in the agenda supporting documentation. Ordinance First Readings** Ordinance No. 02-14, an Ordinance Revising Section 82-466 of Article VI and pertaining to Parking Prohibited During Street Maintenance in the City of Brookings, South Dakota. Public Hearing: February 25th Ordinance No. 03-14, an Ordinance Revising Section 82-465 of Article VI and pertaining to Parking Prohibited During Snow Removal in the City of Brookings, South Dakota. Public Hearing: February 25th **No vote is taken on the first reading of an Ordinance.  The title of the Ordinance is read and the date for the public hearing is announced. Public Hearings and Second Readings: Public hearing and action on Ordinance No. 01-14, an Ordinance amending Article II of Chapter 22 of the Code of Ordinances of the City of Brookings and pertaining to the 2009 Building Code with certain Amendments thereto.  Action:   Public Hearing, Motion to Approve, Roll Call Other Business Action to approve Resolution No. 18-14, a Resolution authorizing the Mayor to Sign an Agreement with Federal Aviation Administration for Impacted Facilities. Action:   Motion to Approve, Request Public Comment, Roll Call Action on Resolution No. 16-14, a Resolution providing for the Creation of Tax Incremental District Number Seven, City of Brookings. Action:   Motion to Approve, Request Public Comment, Roll Call Action on Resolution No. 17-14, a Resolution approving Tax Incremental District Number Seven Project Plan. Action:   Motion to Approve, Request Public Comment, Roll Call City Council member introduction of topics for future discussion.* * Any Council Member may request discussion of any issue at a future meeting only.  Items cannot be added for action at this meeting.  A motion and second is required stating the issue, requested outcome, and time.  A majority vote is required.
