Pledge of Allegiance. Record of Council Attendance. Action to approve the following Consent Agenda Items:* Action to approve the agenda. Action to approve minutes. Action on Resolution No. 07-14, a Resolution directing preparation of Assessment Roll, dividing Assessments into Installments, and providing for the collection thereof for Sidewalk Assessment Project 2013-01SWR (2013 Sidewalk Repairs). Action to abate the 2014 Drainage Fees for the following properties owned by SDSU Foundation:  711 11th Avenue (40500-00200-014-00), 715 11th Avenue (40500-00200-015-00), 728 11th Avenue (40500-00500-007-00), 714 14th Avenue (40525-00200-005-00) and 700 14th Avenue (40525-00200-008-00).  Action to abate a portion of the 2014 Drainage Fee for the following property owned by Mike and Susan Dorn:  173 32nd Avenue South (40597-00100-002-00). Action to authorize the City Clerk to proceed with a Vote Center Election for the Joint City/School April 8, 2014 election. Action:  Motion to Approve, Request Public Comment, Roll Call *Matters appearing on the Consent Agenda are expected to be non-controversial and will be acted upon by the Council at one time, without discussion, unless a member of the Council or City Manager requests an opportunity to address any given item.  Items removed from the Consent Agenda will be discussed at the beginning of the formal items.  Approval by the Council of the Consent Agenda items means that the recommendation of the City Manager is approved along with the terms and conditions described in the agenda supporting documentation. Action:   Motion to Approve, Request Public Comment, Roll Call Open Forum/Presentations/Reports Presentation of annual Dr. Martin Luther King, Jr. Day Awards by Mayor and Brookings Human Rights Committee. Open Forum. SDSU Student Senate Report. Contracts & Change Orders Action on Resolution No. 10-14, a Resolution awarding the contract for Dakota Nature Park Improvements – Phase VI. Action:   Motion to Approve, Request Public Comment, Roll Call Action on Resolution No. 08-14, a Resolution authorizing Change Order No. 1 (CCO#1 Final) for 2013-07STI Freight On Board Project; Bowes Construction Inc. Action:   Motion to Approve, Request Public Comment, Roll Call Ordinance First Readings** Ordinance No. 01-14, an Ordinance amending Article II of Chapter 22 of the Code of Ordinances of the City of Brookings and Pertaining to the 2009 Building Code with Certain Amendments Thereto. Public Hearing: February 11, 2014 **No vote is taken on the first reading of an Ordinance.  The title of the Ordinance is read and the date for the public hearing is announced. Other Business City Council member introduction of topics for future discussion.* * Any Council Member may request discussion of any issue at a future meeting only.  Items cannot be added for action at this meeting.  A motion and second is required stating the issue, requested outcome, and time.  A majority vote is required.
