Pledge of Allegiance. Record of Council Attendance. Action to approve the following Consent Agenda Items:* Action to approve the agenda. Action to approve the minutes. Action on appointments to the Brookings Committee for People who have Disabilities. Action on Resolution No. 118-13, a Resolution authorizing the City Manager to enter into an On-Sale Liquor Operating Agreement with Applebee’s, 3001 LeFevre Drive. Action on Resolution No. 119-13, a Resolution authorizing the City Manager to enter into an On-Sale Liquor Operating with Sully’s Irish Pub, 421 Main Ave. Action to authorize the Mayor to sign a letter of support for funding application for Habitat for Humanity. Action on Resolution No. 120-13, a Resolution authorizing Change Order No. 1 for the Bob Sheldon Field Restrooms/Concession Building; Rangel Construction Company, Inc. Action on Resolution No. 121-13, a Resolution fixing time and place for Hearing Upon Assessment Roll for 32nd Avenue Street Assessment Project No. 2012-02SWA. Action on Resolution No. 122-13, a Resolution authorizing the Naming of the New Playground at Arrowhead Park. Action:  Motion to Approve, Request Public Comment, Roll Call *Matters appearing on the Consent Agenda are expected to be non-controversial and will be acted upon by the Council at one time, without discussion, unless a member of the Council or City Manager requests an opportunity to address any given item.  Items removed from the Consent Agenda will be discussed at the beginning of the formal items.  Approval by the Council of the Consent Agenda items means that the recommendation of the City Manager is approved along with the terms and conditions described in the agenda supporting documentation. Contracts & Change Orders Action on Resolution No. 123-13, a Resolution awarding a contract for a skid steer loader for the Swiftel Center. Action:   Motion to Approve, Request Public Comment, Roll Call Ordinance First Readings** **No vote is taken on the first reading of an Ordinance.  The title of the Ordinance is read and the date for the public hearing is announced. Second Readings & Public Hearings Public hearing and action on Ordinance No. 19-13, an Ordinance amending a Conditional Use Permit for a Kennel on Lot 2, Block 5, Bidco Addition. Action:   Public Hearing, Motion to Approve, Roll Call Public hearing and action on Ordinance No. 20-13, an Ordinance authorizing a Supplemental Appropriation to the 2013 Budget for the Purpose of Providing for Additional Funds for the Operation of the City. Action:   Public Hearing, Motion to Approve, Roll Call Public hearing on Ordinance No. 18-13, an Ordinance Establishing Maximum Occupancy Limits for Dwelling Units and Penalties for Violations in the City of Brookings, South Dakota. Action:   Public Hearing, Motion to Approve, Roll Call Public hearing and action on Resolution No. 124-13, a Resolution authorizing the execution, terms, issuance, sale and payment of Sales Tax Revenue Bonds, Series 2014A in the Aggregate Principal Amount of not to exceed ten million and no/100 ($10,000,000), of the City of Brookings of Brookings County, South Dakota. Action:   Public Hearing, Motion to Approve, Roll Call Public hearing and action to approve a preliminary plat of the Christie Heights Addition in the SW ¼ of the NW ¼ of Section 2-T109N-R50W. Action:   Public Hearing, Motion to Approve, Roll Call Public hearing and action to approve a preliminary plat of the Christie Springs Addition in the NE ¼ of the NW ¼ of Section 2-T109N-R50W. Action:   Public Hearing, Motion to Approve, Roll Call Public hearing and action on Resolution No. 125-13, a Resolution amending the City of Brookings Vision 2020 Comprehensive Plan pertaining to the Future Land Use Plan. Action:   Public Hearing, Motion to Approve, Roll Call Other Business City Council member introduction of topics for future discussion.* * Any Council Member may request discussion of any issue at a future meeting only.  Items cannot be added for action at this meeting.  A motion and second is required stating the issue, requested outcome, and time.  A majority vote is required. Executive Session for consulting with legal counsel or reviewing communications from legal counsel about proposed or pending litigation and contractual matters.
