Pledge of Allegiance. Record of Council Attendance. Action to approve the following Consent Agenda Items:* Action to approve the agenda. Action to approve the minutes. Action on Resolution No. 115-13, a Resolution Directing Preparation of Assessment Roll, Dividing Assessments into Installments, and Providing for the Collection Thereof for Street Assessment Project 2012-02STA (32nd Avenue Street Assessment Project). Action on Resolution No. 116-13, a Resolution authorizing Change Order No. 5 (CCO#5) for Brookings Runway Re-Alignment Project (Phase 1), AIP #3-46-0005-025-2012 (decrease). Action:  Motion to Approve, Request Public Comment, Roll Call *Matters appearing on the Consent Agenda are expected to be non-controversial and will be acted upon by the Council at one time, without discussion, unless a member of the Council or City Manager requests an opportunity to address any given item.  Items removed from the Consent Agenda will be discussed at the beginning of the formal items.  Approval by the Council of the Consent Agenda items means that the recommendation of the City Manager is approved along with the terms and conditions described in the agenda supporting documentation. Contracts & Change Orders Action on Resolution No. 112-13, a Resolution awarding a contract for Swiftel Center Portable Basketball Floor. Action:   Motion to Approve, Request Public Comment, Roll Call Action on Resolution No. 113-13, a Resolution awarding Snow Removal Equipment Contracts. Action:   Motion to Approve, Request Public Comment, Roll Call Ordinance First Readings** First reading of Ordinance 19-13, an Ordinance amending a Conditional Use Permit for a Kennel on Lot 2, Block 5, Bidco Addition. Public Hearing: October 22nd First reading of Ordinance No. 20-13, an Ordinance authorizing a Supplemental Appropriation to the 2013 Budget for the Purpose of Providing for Additional Funds for the Operation of the City. Public Hearing: October 22nd **No vote is taken on the first reading of an Ordinance.  The title of the Ordinance is read and the date for the public hearing is announced. Second Readings & Public Hearings Public hearing and action on Ordinance No. 16-13, an Ordinance rezoning the north 400’ of the east 1,250’ of Prairie Hills Addition from a Business B-2A and B-2 District to a Planned Development District. Action:   Public Hearing, Motion to Approve, Roll Call Public hearing and action on Resolution No. 114-13, Levying Assessment for Sidewalk Assessment Project No. 2012-01SWR, (2012 Sidewalk Repair Sites). Action:   Public Hearing, Motion to Approve, Roll Call Public hearing and action on Ordinance No. 17-13, an Ordinance Amending and Adopting the Code of Ordinances for the City of Brookings, South Dakota. Action:   Public Hearing, Motion to Approve, Roll Call Public hearing and action on an application for approval of an I-1R Site Plan on Lot 3, Block 1, Foster Addition. Action:   Public Hearing, Motion to Approve, Roll Call Other Business Public hearing and action on Resolution No. 117-13, a Resolution of Necessity for Acquisition of Real property. Action:   Public Hearing, Motion to Approve, Roll Call South Main Avenue Improvement Project Finance Plan. Action: Staff report, consultant report, Motion to Approve, Request Public Comment, Roll Call City Council member introduction of topics for future discussion.* * Any Council Member may request discussion of any issue at a future meeting only.  Items cannot be added for action at this meeting.  A motion and second is required stating the issue, requested outcome, and time.  A majority vote is required.
