Pledge of Allegiance. Record of Council Attendance. Action to approve the following Consent Agenda Items:* Action to approve the agenda. Action to approve the minutes. Action on a request to abate a portion of 2012 taxes from Daniel Kneip for the W1/2 of Lot 9 and all Lot 8, Third Addition, also known as 103 5th Street. Action on Resolution No. 74-13, a Resolution authorizing Change Order #2 for Dakota Nature Park Trail-Phase III: a request to extend substantial and final completion dates. Action on Resolution No. 75-13, a Resolution Re-Issuing the Bid Award for One (1) 45” Minimum Remote Control Mower for the Brookings Parks, Recreation and Forestry Dept. Action:  Motion to Approve, Request Public Comment, Roll Call *Matters appearing on the Consent Agenda are expected to be non-controversial and will be acted upon by the Council at one time, without discussion, unless a member of the Council or City Manager requests an opportunity to address any given item.  Items removed from the Consent Agenda will be discussed at the beginning of the formal items.  Approval by the Council of the Consent Agenda items means that the recommendation of the City Manager is approved along with the terms and conditions described in the agenda supporting documentation. Action: Motion to Approve, Request Public Comment, Roll Call Open Forum/Presentations/R eports Introduction of the Open World/FHI 360 Kazakhstan delegation hosted by the South Dakota World Affairs Council. First Readings** First reading of Ordinance No. 09-13, an Ordinance for a Conditional Use Permit to establish a community center (Boys and Girls Club) on Block 6, Hyland Addition (1910 12th St. So.) Public Hearing: July 9th First reading of Ordinance No. 10-13, an Ordinance for a Conditional Use Permit to establish a church on Block 1, including the south ½ of the vacated street, Hyland Addition. (1104 22nd Avenue South). Public Hearing: July 9th **No vote is taken on the first reading of an Ordinance.  The title of the Ordinance is read and the date for the public hearing is announced. Second Readings & Public Hearings Public hearing and action on a preliminary plat and Large Scale Residential Development plan for the River Run Addition in the NE ¼ of Section 3-T109N-R50W. Action: Public Hearing, Motion to Approve, Roll Call Other Business Action to approve Resolution No. 76-13, a Resolution Amending Resolution No. 21-13 authorizing the reissuance of the Lease and the Certificates of Participation, Series 2012. Action: Motion to Approve, Request Public Comment, Roll Call Action to approve Resolution No. 77-13, a Resolution authorizing the Transfer of Real Property to Brookings Economic Development Corporation, Inc. for Economic Development Purposes. Action: Motion to Approve, Request Public Comment, Roll Call Review of proposed City of Brookings Five Year Capital Improvement Plan. Action: Informational Update on Policies on Petitioning for Streets and Historical Information on the 15th Street South and 7th Avenue South Project. Action: Informational Action to appoint the Deputy Mayor. Action: Motion to Approve, Request Public Comment, Roll Call City Council member introduction of topics for future discussion. * * Any Council Member may request discussion of any issue at a future meeting only.  Items cannot be added for action at this meeting.  A motion and second is required stating the issue, requested outcome, and time.  A majority vote is required.
