Action:  Motion to Approve, Request Public Comment, Roll Call *Matters appearing on the Consent Agenda are expected to be non-controversial and will be acted upon by the Council at one time, without discussion, unless a member of the Council or City Manager requests an opportunity to address any given item.  Items removed from the Consent Agenda will be discussed at the beginning of the formal items.  Approval by the Council of the Consent Agenda items means that the recommendation of the City Manager is approved along with the terms and conditions described in the agenda supporting documentation. Annual State of the City Message by Mayor Tim Reed. Contracts & Change Orders Action on Resolution No. 53-13, a Resolution rejecting all bids for a heavy hydraulic tool system for the Fire Department. Action:  Motion to Approve, Request Public Comment, Roll Call Action on Resolution No. 60-13, a Resolution awarding contracts for the manufacture and installation of a 65’ Pedestrian Bridge at the Dakota Nature Park. Action:  Motion to Approve, Request Public Comment, Roll Call Action on Resolution No. 61-13, a Resolution awarding a contract for 2013-01SWR Concrete Maintenance Project. Action:  Motion to Approve, Request Public Comment, Roll Call First Readings** Ordinance No. 08-13: An Ordinance to amend a Conditional Use Permit for a Community Center (Boys & Girls Club) on Block 7, Hyland Addition (1126 Southland Lane). Public hearing: June 11th **No vote is taken on the first reading of an Ordinance.  The title of the Ordinance is read and the date for the public hearing is announced. Second Readings & Public Hearings Public hearing and action on a Temporary Liquor License Application for Ray’s Corner for the Dennis Jensen Memorial Poker Run and Street Dance Fundraiser on June 15, 2013 in the 500 block of 4th Street between Main Avenue and 3rd Avenue to the alley. Action:  Open & Close Public Hearing, Motion to Approve, Roll Call Public hearing and action on a Temporary Liquor License Application for Ray’s Corner for an ABATE Street Dance Fundraiser on July 20, 2013 in the 500 block of 4th Street between Main Avenue and 3rd Avenue to the alley. Action:  Open & Close Public Hearing, Motion to Approve, Roll Call Public hearing and action on Ordinance No. 06-13, an Ordinance Authorizing a Supplemental Appropriation to the 2013 Budget for the purpose of providing for additional funds for the Operation of the City. Action:  Open & Close Public Hearing, Motion to Approve, Roll Call Public hearing and action on a revised preliminary plat of a portion of Moriarty Heights Addition. Action:  Motion to Approve, Roll Call Public hearing and action on Resolution No. 62-13, a Resolution annexing the Christie Third Addition in the NW ¼ of Section 2-T109N-R50W. (Brookings School District – future elementary school location) Action:  Open & Close Public Hearing, Motion to Approve, Roll Call Public hearing and action on Resolution No. 63-13, a Resolution annexing the S 229’ of the SE ¼ of the NW ¼ lying east of the east lot line of the Christie Third Addition in Section 2-T109N-R50W. (City of Brookings – future fire station location) Action:  Open & Close Public Hearing, Motion to Approve, Roll Call Public hearing and action on Ordinance No. 07- 13, an Ordinance regulating Boxing, Kickboxing, and Mixed Martial Arts (Mixed Fighting Style) Competitions and Sparring Competitions in the City of Brookings, SD. Action:  Open & Close Public Hearing, Motion to Approve, Roll Call Other Business Presentation of Quarterly Financial Reports by the Brookings Municipal Utilities. Action:  Informational Review and possible action on revisions to the Code of Ethics for City Council Members. Action:  Motion to Approve, Request Public Comment, Roll Call City Council member introduction of topics for future discussion. * * Any Council Member may request discussion of any issue at a future meeting only.  Items cannot be added for action at this meeting.  A motion and second is required stating the issue, requested outcome, and time.  A majority vote is required.
