Pledge of Allegiance. Record of Council Attendance. Action to approve the following Consent Agenda Items:* Action to approve the agenda. Action to approve the minutes. Action on Resolution No. 33-13, a Resolution Authorizing the Mayor to Sign Amendment to Maintenance and Encroachment and Financial Agreement for P-PH 0014(172)418 PCN 01TJ, US Highway 14 Project, Brookings, SD. Action:  Motion to Approve, Request Public Comment, Roll Call Items removed from Consent Agenda. Motion to Approve, Request Public Comment, Roll Call *Matters appearing on the Consent Agenda are expected to be non-controversial and will be acted upon by the Council at one time, without discussion, unless a member of the Council or City Manager requests an opportunity to address any given item.  Items removed from the Consent Agenda will be discussed at the beginning of the formal items.  Approval by the Council of the Consent Agenda items means that the recommendation of the City Manager is approved along with the terms and conditions described in the agenda supporting documentation. Open Forum/Presentations/Reports Presentation by the Brookings Optimist Club. Invitation to attend Spring Diversity Potluck on April 14th by the Human Rights Committee. Invitation to attend GreenFest on April 20 & 21 by the Brookings Sustainability Council. Mayoral Proclamation for the Brookings Public Library’s 100th Anniversary on April 14th. Mayoral Proclamation for National Service Recognition Day on April 9th. Open Forum. SDSU Student Senate Report. Contracts & Change Orders Action on Resolution No. 34-13, a Resolution authorizing the Mayor to sign a reimbursable agreement with the Federal Aviation Administration for Navigational Aids. Action:  Motion to Approve, Request Public Comment, Roll Call First Readings** **No vote is taken on the first reading of an Ordinance.  The title of the Ordinance is read and the date for the public hearing is announced. Second Readings & Public Hearings Public hearing on an On-Off Sale Malt License for El Rancho, Yury Leon, Owner, 420 Main Avenue, Lots 11-12-13, Block 7, Original Plat Addition. Action:  Open & Close Public Hearing, Motion to Approve, Roll Call Action on Resolution No. 35-13, a Resolution authorizing the City Manager to sign an On-Off Sale Wine Operating Agreement for El Rancho, Yury Leon, Owner, 420 Main Avenue, Lots 11-12-13, Block 7, Original Plat Addition. Action:  Open & Close Public Hearing, Motion to Approve, Roll Call Public hearing and action on Ordinance No. 03-13, an Ordinance amending Chapter 94, Zoning, pertaining to the creation of the SDSU Campus Edge Neighborhood Design Review Overlay District. Action:  Open & Close Public Hearing, Motion to Approve, Roll Call Public hearing and action on Resolution No. 36-13, a Resolution of Intent of the City of Brookings to lease to Rural Technologies, Inc. the following described property in the Research and Technology Center: 801 32nd Avenue, Suite 100, Brookings, SD. Action:  Open & Close Public Hearing, Motion to Approve, Roll Call Other Business Discussion and possible action on Resolution No.  37-13, a Resolution in Support of the Preservation of Tax-Exempt Financing. Action:  Motion to Approve, Request Public Comment, Roll Call Discussion and possible action on Resolution No. 38-13, a Resolution in Support of Comprehensive Immigration Reform. Action:  Motion to Approve, Request Public Comment, Roll Call Discussion and possible action on Resolution No. 39- 13, a Resolution for Local Government Support for Federal Legislation on Streamlined Sales and Use Tax and Opposition to Additional Requirements and Mandating State Collection of Telecommunications Taxes. Action:  Motion to Approve, Request Public Comment, Roll Call Discussion and possible action on a prohibition of Mixed Martial Arts contests at publicly owned facilities. Action:  Motion to Approve, Request Public Comment, Roll Call City Council member introduction of topics for future discussion. * * Any Council Member may request discussion of any issue at a future meeting only.  Items cannot be added for action at this meeting.  A motion and second is required stating the issue, requested outcome, and time.  A majority vote is required.
