Pledge of Allegiance. Record of Council Attendance. Action to approve the following Consent Agenda Items:* Action to approve the agenda. Action to approve the minutes. Action on Resolution No. 23-13, a Resolution declaring surplus a 1990 Chevrolet Pickup with Utility Box for the Street Dept. Action on Resolution No. 24-13, a Resolution accepting a CDBG Grant for the Boys and Girls Club. Action on Resolution No. 25-13, a Bridge Reinspection Program Resolution for use with SDDOT Retainer Contracts. Action to schedule a City Council meeting on April 9, 2013. Action to abate a portion of the 2012 taxes ($5,339.76) for Lot B, excl. S 1’ thereof of Lot 4, Block 13 of the Subdivision of the Morehouse Addition, owned by the State of South Dakota. Action to abate a portion of the 2012 taxes ($616.66) for E 49.5’ of N 60’ of Lot A, Lot 4, Block 13 of Morehouse Addition, owned by the State of South Dakota. Action to abate a portion of the 2012 taxes ($1,350.05) for W 50’ of N 60’ of Lot A, Lot 4, Block 13 of Morehouse Addition, owned by the State of South Dakota. Action to abate a portion of the 2012 taxes ($4,808.25) for E 40’ of Lots 1 & 2, Block 1, W 125’ of Lots 1 & 2, Block 1, Thornbers Addition, owned by the State of South Dakota. Action:  Motion to Approve, Request Public Comment, Roll Call Items removed from Consent Agenda. Motion to Approve, Request Public Comment, Roll Call *Matters appearing on the Consent Agenda are expected to be non-controversial and will be acted upon by the Council at one time, without discussion, unless a member of the Council or City Manager requests an opportunity to address any given item.  Items removed from the Consent Agenda will be discussed at the beginning of the formal items.  Approval by the Council of the Consent Agenda items means that the recommendation of the City Manager is approved along with the terms and conditions described in the agenda supporting documentation. Open Forum/Presentations/Reports Open Forum. SDSU Student Senate Report. Contracts & Change Orders Action on Resolution No. 26-13, a Resolution Awarding Bids on Project 2013-06STI Chip Seal Project. Action:  Motion to Approve, Request Public Comment, Roll Call Action on Resolution No. 27-13, a Resolution Awarding Bids on Project 2013-017STI Asphalt Concrete Freight On Board Project. Action:  Motion to Approve, Request Public Comment, Roll Call Action on Resolution No. 28-13, a Resolution Awarding Bid for an Automated Garbage Truck. Action:  Motion to Approve, Request Public Comment, Roll Call Action on Resolution No. 29-13, a Resolution authorizing Change Order No. 1 (CCO#1) for Brookings Runway Re-Alignment Project (Phase I) AIP #3-46-0005-025-2012. Action:  Motion to Approve, Request Public Comment, Roll Call Action on Resolution No. 30-13, a Resolution Awarding Bid for the Bob Shelden Field Restroom/Concession Building. Action:  Motion to Approve, Request Public Comment, Roll Call Action on Resolution No. 31-13, a Resolution Awarding Bid for the Dakota Nature Park Trails, Phase III. Action:  Motion to Approve, Request Public Comment, Roll Call First Readings** Ordinance No. 03-13: an Ordinance amending Chapter 94, Zoning, pertaining to the creation of the SDSU Campus Edge Neighborhood Design Review Overlay District. Public Hearing: April 9th **No vote is taken on the first reading of an Ordinance.  The title of the Ordinance is read and the date for the public hearing is announced. Second Readings & Public Hearings Public hearing and action on Resolution No. 32-13, a Resolution authorizing the proposed sale of surplus municipal real property to Gary and Kathryn Jones, located at Lot 1, and E10’ of Lot 2, Block 13, East Acres Addition, City of Brookings, also known as 2150 Derdall Drive. Action: Open & Close Public Hearing, Motion to Approve, Roll Call Other Business City Council member introduction of topics for future discussion. * * Any Council Member may request discussion of any issue at a future meeting only.  Items cannot be added for action at this meeting.  A motion and second is required stating the issue, requested outcome, and time.  A majority vote is required.
