Call to order and Pledge of Allegiance. 2. Roll Call by Clerk. 3. Action on Resolution No. 59-02, canvassing the November 5, 2002 Municipal Election ballot. 4. Consent Agenda Items: A. Adoption of the agenda. B. Approval of October 28, 2002 and November 5, 2002 minutes. C. Resolution No. 56-02 – Resolution Fixing Time and Place for Hearing upon Assessment thth Roll for Street Assessment Project No. 2002-02STA. (Alley from 7 St. to 8 St. between nd 2 Ave. and Main Ave.) D. Resolution No. 57-02 - Resolution Fixing Time and Place for Hearing upon Assessment thth Roll for Street Assessment Project No. 2002-03STA (Alley from 14 Avenue to 16 ndrd Avenue between 2 St. and 3 St.) Action: Motion to approve consent agenda – Roll Call 5. Invitation for a citizen to schedule time on the Council agenda for an issue not listed. PRESENTATIONS: 6. Report from Mark Kratochvil, Downtown Brookings President. 7. SDSU Representative Report. 8. Request for funding for Dialysis – Dr. Scotty Roberts & Don Boone. ORDINANCES: 9. Ordinance No. 25-02 – Ordinance Codification. Introduction and first Reading of Ordinance 25-02, and Ordinance Adopting a New Code for the City of Brookings, South Dakota; Providing for the Repeal of Certain Ordinances Not Included Therein; Providing a Penalty for the Violations Thereof; Providing for the Manner of Amending Such Code; and Providing When Such Code and This Ordinance Shall Become Effective. Action: Motion to approve – Roll Call 10. Ordinance No. 26-02 - Conditional Use – Mark Norgaard. First Reading on Ordinance No. - 02, on an application to amend a conditional use permit for a three unit apartment in a Residential District on the property described as the E70’ of Lot 3, Block 3, Third Addition also known as 323/325/325A Second Avenue - Mark Norgaard (Second Reading set for November 26). Action: Motion to approve – Roll Call 11. Ordinance No. 27-02 – Conditional Use – Catholic Church. First Reading on Ordinance No. 27- 02, approving an application for a conditional use permit to establish a community center, an apartment, and an office on Lots 1-8, Block 5, Skinners Second Addition, also known as the former St. Thomas More Catholic Church (Second Reading set for November 26). Action: Motion to approve – Roll Call 12. Ordinance No. 28-02 – Rezone. First Reading on Ordinance No. 28-02, approving a rezoning of property described as the E285’, S30’ of Lot 1; the E285’ of Lot 2; and the W255’, E540’, S200’ of Lot 2, Block 5, Bidco Addition from an Industrial I-2 District to a Business B-3 District (Second Reading set for November 26).
