7. Public hearing and action on an application from Joyce Christensen to move a one-story ranch
style home from the South Dakota Housing Development Authority to the property described as
Lot 32, Block 1, Esther Heights Addition, also known as 2120 Rhonda Road.
Action: Open and close public hearing. Motion to approve – Roll Call
8. Public hearing and action on Ordinance No. 24-02, on an application for a conditional use
permit for a Contractor’s Shop and Storage Yard in a Business B-3 District located at Lots 13
and 14, Block 4, Folsom Addition, also known as 302 Folsom Street – Clark Drew Construction
Action: Open and close public hearing. Motion to approve – Roll Call
9. Public hearing and action on an on-off sale malt alcohol beverage license for the Hong Kong
Buffet located at 420 Main Avenue, Neng Yue Zhang, Owner.
Action: Open and close public hearing. Motion to approve – Roll Call
10. Action on Resolution No. 52-02, authorizing the City Manager to enter into an operating
agreement with Nicholas Kolokythas Kolas owner of Theophania, LLC. This is a request to
reassign the Brookings Hospitality LLC (dba Quality Inn) Liquor Operating Agreement to
Theophania, LLC (dba Staurolite Castle and Suites), located at Block 12, Telkamp Addition,
2515 East Sixth Street, both entities are owned by Nicholas Kolas.

11. Action to approve a video lottery license for the Staurolite Castle and Suites, 2515 East Sixth
Street, owned by Theophania, LLC.

12. Action to approve a change in the December Planning meeting Date.
