Public hearing and action on Ordinance No. 21-02, an ordinance to rezone portions of land in the Moriarty Fourth Addition and Moriarty-Edgebrook Addition in Section 36-T110N-R50W. Action: Open and close public hearing. Motion to approve – Roll Call 8. Public hearing and action on Ordinance No. 22-02, an ordinance to rezone the E220', S487', N990' of the NE1/4, NE1/4 of Section 34-T110N-R50W from a Residence R- 3 District to a Residence R-2 District and the W770', E990', N990' and the E220', N503' of the NE1/4, NE1/4 of Section 34-T110N-R50W from a Residence R-2 and R-3 District to a Residence R-1B District. Action: Open and close public hearing. Motion to approve – Roll Call 9. Second reading and action on Ordinance No. 20-02, Fiscal Year 2003 Appropriation Ordinance, an Ordinance appropriating Monies to fund the necessary expenditures and liabilities of the City of Brookings for the 2003 Fiscal Year and providing for the annual tax levy and annual tax for all funds. Action: Motion to approve – Roll Call 10. Public hearing and action on a malt beverage application for Casey’s General Store located at 423 22nd Avenue South (New License Request). Action: Open and close public hearing. Motion to approve – Roll Call 11. Public hearing and action on a temporary liquor license for the Volunteer Firefighter’s Association for the Annual Firemen’s Dance, October 25, 2002 at the National Guard Armory. Action: Open and close public hearing. Motion to approve – Roll Call 12. Public hearing and action on a temporary liquor license for HyVee at the American Legion Hall on November 9, 2002. Action: Open and close public hearing. Motion to approve – Roll Call 13. Action on Resolution No. 46-02, authorizing the City Manager to enter into an operating agreement with Jerry Busick and Les Nelson. This is a request to reassign the Prairie Lanes, Inc. Liquor Operating Agreement from Duane Rykhus to Jerry Busick and Les Nelson. Action: Motion to approve – Roll Call 14. Action to approve a video lottery license for the Prairie Lanes, 722 Western Avenue, owned by Jerry Busick and Les Nelson. Action: Motion to approve – Roll Call 15. Introduction and first reading on Ordinance 23-02, an ordinance amending Article III of Chapter 28 of the Code of Ordinances and pertaining to licensing of sites for temporary merchants in the City of Brookings.
