A request for an abatement received from Daniel W. Stertz for Esther Heights, Lot 31, Block 1, 2110 Rhonda Road, to abate a special assessment of $780.36 which was levied in error. D. Action on appointments to the Brookings Committee for People who have Disability Committee, the Board of Appeals, and the Human Rights Committee. E. Action on Resolution No. 40-02 , authorizing final change order CC0#1 Final for 0101SWR Schedule B (Ice Arena). Action: Motion to approve consent agenda – Roll Call 4. SDSU Representative Report. 5. Invitation for a citizen to schedule time on the Council agenda for an issue not listed. PRESENTATIONS: 6. Report from Board of Adjustment Chairman. PUBLIC HEARINGS/ORDINANCES: 7. Public hearing and action on an on/off-sale malt beverage application for Hardees of Brookings, Inc., Norm Hillberg and Scott Fritz, owners. Action: Open and close public hearing. Motion to approve – Roll Call 8. Public hearing and action on Resolution No. 41-02, a Resolution determining the necessity of repairing sidewalks in the City of Brookings at the expense of abutting property owners (2002-01SWR Sidewalk Assessment Project). Action: Open and close public hearing. Motion to approve – Roll Call 9. Second reading and action on Ordinance No. 17-02, an ordinance to supplement the 2002 budget (Ordinance 14-01) for the purpose of providing for additional funds for the operation of the city and authorizing the use of 2nd Penny Funds for Ice Arena parking lots. Action: Motion to Approve – Roll Call 10. Second reading and action on Ordinance No. 18-02, an Ordinance Amending Section 34-141 Of Chapter 34 Of The Revised Ordinances Of The City Of Brookings And Pertaining To Maximum Speed Limits. Action: Motion to Approve – Roll Call 11. Introduction and first reading on Ordinance 14-02, on an application for a Conditional Use for an apartment in the Residence R-2 District in Lots 1 and 2, Block 2, Timberline Addition. Action: Motion To Approve – Roll Call OTHER BUSINESS: 12. Joint City/County/School meeting agenda items – August 27, 2002. Action: Informational 13. Action to approve the City/County E911 Budget.
