Call to order and Pledge of Allegiance. 2. Roll Call by Clerk. 3. Consent Agenda Items: A. Adoption of the agenda. B. Approval of the June 10, 2002 minutes. C. Action on Resolution 34-02, awarding bids for 2002 Airport Improvements. D. Action on Resolution No. 33-02, authorizing the Summer Arts Festival to have exclusive use of Pioneer Park from July 10-15, 2002. Action: Motion to approve consent agenda – Roll Call 4. SDSU Representative Report. 5. Invitation for a citizen to schedule time on the Council agenda for an issue not listed. PRESENTATIONS: 6. Presentation of check from the Brookings Ice Skating Association (BISA) for the Larson Ice Arena. 7. Report from Brookings Committee for People who have Disabilities Chairman Kurt Cogswell. 8. Report from the Human Rights Committee Chairman Dr. Ann Marie Bahr. PUBLIC HEARINGS/ORDINANCES: 9. Public hearing and action on Ordinance 11-02, a Conditional Use Permit to establish a boardinghouse in a Residence R-2 District on the North 60’ of Lots 14 and 15, Block 11, Skinner’s Second Addition, also known as 511 11th Avenue. Action: Open and close public hearing. Motion to approve – Roll Call OTHER BUSINESS: 10. Action on a preliminary plat for the Sarah Renee and Timberline Additions. Action: Motion to approve – Roll Call 11. Discussion and possible action regarding Volunteer Code of Ethics. Action: Motion to approve – Roll Call 12. Discussion and possible action to approve Budget Policy (KPA #1-Financial Stability). (action deferred to 6/24 at the June 10, 2002 meeting) Action: Motion to approve – Roll Call 13. Discussion on which Contract for Services applicants the Council wishes to invite in for presentations. 14. City Manager’s Report. 15. Council Members Open Discussion. 16. Adjournment.
