Call to order and Pledge of Allegiance. 2. Roll Call by Clerk. 3. Consent Agenda Items: A. Adoption of the agenda. B. Approval of the May 20, 2002, May 28, 2002, and June 3, 2002 minutes. C. Action on Resolution 28-02 designating the official newspaper. D. Action on Resolution 29-02 designating official depositories for municipal funds. E. Action on Resolution 31-02 declaring Surplus Property. F. Action on Resolution 30-02, a resolution approving an operating agreement for a wine license for J.B. Enterprises, Inc., dba Perkin’s Family Restaurant. G. Action on Resolution 32-02, a resolution authorizing transfer of Lot 9, Block 2 of Insbrook Park Addition from the City of Brookings to the Brookings Economic Development Corporation. Action: Motion to approve consent agenda – Roll Call 4. SDSU Representative Report. 5. Invitation for a citizen to schedule time on the Council agenda for an issue not listed. PRESENTATIONS: 6. Report from the Human Rights Committee. 7. Report from the Library Board. PUBLIC HEARINGS/ORDINANCES: 8. Introduction and first reading on Ordinance 11-02, a Conditional Use Permit to establish a boardinghouse in a Residence R-2 District and Business B-2 District on the North 60’ of Lots 14 and 15, Block 11, Skinner’s Second Addition, also known as 511 11th Avenue. Action: Motion to approve first reading – Roll Call 9. Public hearing and action on the Malt Alcohol Beverage Renewals for 2002/2003. Action: Open and close public hearing. Motion to approve – Roll Call 10. Second reading and action on an Ordinance 06-02, an ordinance revising the composition, appointment and criteria for appointment to the Hospital Board. Action: Motion to approve – Roll Call 11. Public hearing and action on Resolution No. 27-02, a proposed resolution of necessity Street Assessment Project 2002-03STA. Action: Open and close public hearing. Motion to approve – Roll Call OTHER BUSINESS: 12. Action to appoint the Deputy Mayor for a term of June 2001 to June 2002. Action: Motion to approve – Roll Call 13. Discussion and possible action to approve Budget Policy (KPA #1-Financial Stability). Action: Motion to approve – Roll Call 14.
