1. Call to order and Pledge of Allegiance.
2. Roll Call by Clerk.
3. Consent Agenda Items:
A. Adoption of the agenda.
B. Approval of the March 25, 2002 minutes.
C. Action to appoint Brian Gatzke to the Board of Adjustment.
D. Action to award on bids for 100 front panels with doors and 190 side panels for the
Brookings MultiPlex Arena.
E. Action on Resolution No. 14-02, designating the Larson Ice Arena as a convention
facility.
F. Action to approve a request for a tax abatement received from Curtis Karpinske for a
1996 Highland Mobile Home, for a portion of the 2000 property taxes in the amount
of $652.72. The County Treasurer recommends approval.

4. SDSU Representative Report.
5. Invitation for a citizen to schedule time on the Council agenda for an issue not listed.
Addressing the Council: Persons addressing the Council shall use the microphone at the podium. Please state your name and address. Presentations are
limited to 5 minutes.

Council Meetings: City Council action meetings are held the second and fourth Mondays of each month at 5:30 p.m. and City Council planning sessions are
held the first Monday each month at 5:30 p.m.
Materials for Council: Please provide 10 copies of any handouts for the Council. Copies must be provided to the City Council (7), City Manager, City
Attorney, and City Clerk.

PUBLIC HEARINGS/ORDINANCES/RESOLUTIONS:
6. Second reading and action on Ordinance 12-02, an Ordinance Establishing a Charter
Commission, Pursuant to Article VIII, Section 8.01(C) Of The Brookings City Charter, for the City
of Brookings, South Dakota.
Action: Motion to approve -- Roll Call
7. Action on Resolution No. 15-02, a resolution authorizing the use of the contingency fund
(Charter Commission).
Action: Motion to approve -- Roll Call
8. Action to transfer a Brookings Hospital Board “city” member to an ex-officio status and to
appoint Dr. John Ramsay to a full board position.
Action: Motion to approve -- Roll Call
9. Introduction and first reading on Ordinance 06-02 revising the composition, appointment and
criteria for appointment to the Hospital Board.
Action: Motion to approve first reading – Roll Call
10. Introduction and first reading on Ordinance 05-02, for a Conditional Use Permit to establish a
boardinghouse for four (4) persons on Lot 11, Block 3, Skinner's First Addition, also known as
715 Third Street.
Action: Motion to approve first reading – Roll Call
11. Introduction and first reading on Ordinance 07-02, an Ordinance Supplementing the Annual
Appropriation Ordinance As Made For The Year 2002 By Ordinance No. 14-01 and for the
Purpose of Providing for Additional Funds for the Operation of the City.
Action: Motion to approve first reading – Roll Call
