Call to order and Pledge of Allegiance. 2. Roll Call by Clerk. 3. Consent Agenda Items: A. Adoption of the agenda. B. Approval of the December 17, 2001 and January 7, 2002 minutes. C. Action on Resolution 01-02 using 2002 contingency for Structural Firefighting Gear. Action: Motion to approve consent agenda – Roll Call 4. SDSU Representative Report. 5. Invitation for a citizen to schedule time on the Council agenda for an issue not listed. PUBLIC HEARINGS: 6. Public hearing and action on Ordinance 19-01, an ordinance revising the zoning ordinance of the City of Brookings pertaining to a Kennel as a conditional use in the Industrial I-1 and I-2 Districts. Action: Open and close public hearing. Motion to approve – Roll Call 7. Public hearing and action on a temporary liquor license request from HyVee for an event at the American Legion on February 9, 2002. Action: Open and close public hearing. Motion to approve – Roll Call Addressing the Council: Persons addressing the Council shall use the microphone at the podium. Please state your name and address. Presentations are limited to 5 minutes. Meeting Assistance: If you require assistance, alternative formats and/or accessible locations consistent with the Americans with Disabilities Act, please contact the City ADA Coordinator at 692-6281 at least 3 working days prior to the meeting. Council Meetings: City Council action meetings are held the second and fourth Mondays of each month at 5:30 p.m. and City Council planning sessions are held the first and third Mondays each month at 5:30 p.m. Materials for Council: Please provide 10 copies of any handouts for the Council. Copies must be provided to the City Council, City Manager, City Attorney, and City Clerk. 8. Introduction and first reading on Ordinance No. 01-02, an Ordinance Entitled “An Ordinance supplementing the annual appropriation ordinance as made for the year 2002 by ordinance No. 14-01 and for the Purpose of providing for additional funds for the operation of the city, and declaring an emergency. Action: Motion to approve first reading – Roll Call 9. Introduction and first reading on Ordinance No. 17-01, an ordinance establishing revised general liability limits for alcoholic beverage operating agreements in the city of Brookings, South Dakota. Action: Motion to approve first reading – Roll Call OTHER BUSINESS: 10. Action on an amendment to the Airport Design Contract for Banner. Action: Motion to approve – Roll Call 11. Action to authorize the Mayor to sign Mutual Aid agreements for the Fire Department. Action: Motion to approve – Roll Call 12. Action on a Preliminary Plat of Lots 7 through 17 of Block 7, Moriarty-Edgebrook Addition. Action: Motion to approve – Roll Call 13.
