Action on bids for the First National Bank Soccer Complex Tournament Field Grandstand (April 15th bid letting). Action on bids for a lease purchase of a self-propelled rotary mower (April 15th bid letting). Action on bids for the First National Bank Soccer Complex Multi-Purpose Building, Water Service Line & Fence Materials (April 15th bid letting). Action on various volunteer appointments to the Brookings Historic Preservation Commission, Airport Board, Park and Recreation Board, Utility Board, Human Rights Committee and Brookings Committee for People who have Disabilities. Action on bids for Sidewalk and Curb & Gutter Repair Project (2003-01SWR) (April 15th bid letting). Action: Motion to approve – Roll Call 8. Second reading and action on Ordinance No. 10-03, an Ordinance Establishing a Conflicts of Interest Policy for the City of Brookings, South Dakota. Action: Motion to approve – Roll Call 9. Second reading and action on Ordinance No. 12-03, An Ordinance Entitled “An Ordinance Authorizing a Supplemental Appropriation to the 2003 Budget for the Purpose of Providing for Additional Funds for the Operation of the City.
