Call to order and Pledge of Allegiance. Roll Call by Clerk. Consent Agenda Items: Adoption of the agenda. Approval March 25, 2003, April 1, 2003 and April 9, 2003 minutes. Action on Resolution No. 19-03 declaring equipment surplus (John Deere 770A 1985 Motor Grader from the City Street Department). Action on bids for the Soccer Tournament Field Lighting Project (bid letting April 9th). Action: Motion to approve consent agenda – Roll Call Invitation for a citizen to schedule time on the Council agenda for an issue not listed. Canvassing of April 8, 2003 Election: Action on Resolution No. 20-03, canvassing the April 8, 2003 Municipal Election ballot. Action: Motion to approve – Roll Call Presentations/Reports: M ayor’s State of the City Message. 7. SDSU Representative Report. 8. Student Advisory Council Report. Public Hearings/Ordinances: 9. Public hearing and action on a house moving request from Darrick Wika to move a house from 316 8th Avenue to the property described as the South 65’, North 110’, East 160’ of Block 12, Parkdale Home Third Addition, also known as 925 First Avenue. Action: Open and close public hearing. Motion to approve– Roll Call 10. Public hearing and action on a transfer of an off-sale malt beverage license for the Chevy Lounge Inc. from Hartley Nordbye Sr. to Hartley Nordbye Jr. for the license held at 303 Main Avenue. Action: Open and close public hearing. Motion to approve– Roll Call 11. Action on Resolution No. 21-03, authorizing the City Manager to enter into an operating agreement with Hartley Nordbye Jr., owner of Chevy Lounge Inc. This is a request to reassign the Chevy Lounge Inc. Liquor Operating Agreement from Hartley Nordbye Sr. to Hartley Nordbye Jr. located at Lot 2, Block 3, Original Plat Addition, 303 Main Avenue. Action: Motion to approve– Roll Call 12. Action to approve a video lottery license for the Chevy Lounge Inc., 303 Main Avenue, owned by Hartley Nordbye Jr. Action: Motion to approve– Roll Call 13. Introduction and first reading on Ordinance No. 09-03, an ordinance amending Chapter 46 of the Revised Code of Ordinances of the City of Brookings, South Dakota, and pertaining to historic preservation in the City of Brookings, South Dakota. Action: Motion to approve first reading – Roll Call (2nd reading April 22nd) 14. Introduction and first reading on Ordinance No. 10-03, an Ordinance Establishing a Conflicts of Interest Policy for the City of Brookings, South Dakota. Action: Motion to approve first reading – Roll Call (2nd reading April 22nd) 15. Introduction and First Reading on Ordinance No. 12-03, An Ordinance Entitled “An Ordinance Authorizing a Supplemental Appropriation to the 2003 Budget for the Purpose of Providing for Additional Funds for the Operation of the City. Action: Motion to approve first reading – Roll Call (2nd reading April 22nd) Other Business: 16. Action on an agreement to create the Joint Research and Economic Development Steering Committee among South Dakota State University, South Dakota State University Foundation, the City of Brookings, and the Brookings Economic Development Corporation. Action: Motion to approve – Roll Call 17. Action on a preliminary subdivision plan of blocks 7, 8, and 9 of Freeland Addition (north of Highway 14 By-Pass and east of I-29). Action: Motion to approve – Roll Call 18. Action on an amended I-1R Site Plan of Lot 2, Block 7, Wiese Addition, also known as 1000 32nd Avenue. Action: Motion to approve – Roll Call 19.
