Call to order and Pledge of Allegiance. Roll Call by Clerk. Consent Agenda Items: Adoption of the agenda. Approval March 11, 2003 minutes. Action: Motion to approve consent agenda – Roll Call Invitation for a citizen to schedule time on the Council agenda for an issue not listed. PRESENTATIONS/REPORTS: 5. SDSU Representative Report. 6. Chamber of Commerce Report. 7. Convention Visitor’s Bureau Report. PROCLAMATION: 8. “Brookings Child Abuse Prevention and Awareness Month – April, 2003” PUBLIC HEARINGS/ORDINANCES: 9. Public hearing and action on Ordinance No. 08-03, an ordinance on an application to establish a boardinghouse on the West 2’ of Lot 1, all of Lot 2, Block 1, Antonides Addition, also known as 1320 6th Street. Action: Open and close public hearing. Motion to approve– Roll Call 10. Public hearing and action on a temporary liquor license for HyVee for the American Legion convention site for an event on April 11, 2003. Action: Open and close public hearing. Motion to approve– Roll Call 11. Public hearing and action to approve the City’s 5 Year Street Construction and Improvement Plan. Action: Open and close public hearing. Motion to approve– Roll Call 12. Public hearing and action on a house moving request from Roger Julian to move a residence, split-foyer style, single-family dwelling from Madison, SD, to property described as Lot 55, Meyer’s Subdivision in the SE ¼, NW ¼ of Section 11-T109N-R50W, also known as 114 35th Street South. Action: Open and close public hearing. Motion to approve– Roll Call OTHER BUSINESS: 13. Action to adopt the City Council 2003 Goals and Outcomes Action: Motion to approve – Roll Call 14. Action on an agreement to create the Joint Research and Economic Development Steering Committee among South Dakota State University, South Dakota State University Foundation, the City of Brookings, and the Brookings Economic Development Corporation. Action: Motion to approve – Roll Call 15. Presentation of 2002 4th Quarter Financial Reports. Action: Informational 16. City Manager’s Report. 17. Council Members Open Discussion. 18. Adjournment.
